I. Deeply participate in the revision of laws and regulations related to construction drawing review to ensure legal and institutional safeguards

    Establish a professional research team in the field of construction drawing review and actively participate in special discussions on the revision of laws and regulations led by industry competent authorities and research institutions. Systematically review the provisions related to construction drawing review in currently effective laws and regulations, including the Construction Law of the People's Republic of China, the Regulations on the Administration of Survey and Design of Construction Projects, the Regulations on the Quality Management of Construction Projects, and the Measures for the Administration of Construction Drawing Review of Building Construction and Municipal Infrastructure, with focus on core issues such as the definition of responsibilities and accountability of review institutions, qualification management, and the standardization of review procedures and content. Build a full-chain legal and regulatory system covering review institutions, personnel, procedures, and results, so as to provide solid institutional support for construction drawing review work. At the same time, submit drafting suggestions for normative documents that are forward-looking and operable.

    II. Integrate the advantages of expert resources and provide technical services to relevant parties

    First, establish a high-level team of technical and management experts in the review industry. Integrate industry expert resources, actively recruit professionals and management personnel in the field of construction drawing review as well as well-known figures enthusiastic about construction drawing review to join the Branch, and make good use of and give full play to their technical and management advantages to better serve relevant parties and continuously enhance the Branch's social and industry influence.

Second, strive to build the series of seminars on common problems in construction drawing review into a brand project of the Branch. Continuously launch analyses of common review problems in different specialties, help build a more standardized and efficient industry talent training system, boost the improvement of review capabilities across the country, standardize review conduct, improve the quality of survey and design construction drawings, and ensure that high-level technical services are provided to members and the industry, thereby providing strong support for promoting high-quality industry development. In 2025, two batches of special seminars are planned, focusing on survey and equipment and electromechanical systems.

Third, organize the Branch's standing council meeting, general council meeting, and seminars. In accordance with the Branch's work regulations and specific circumstances, in 2025 the Branch will organize the standing council meeting and the general council meeting, and will carry out relevant technical seminars on important national engineering fields, projects, and hot issues of the current period.

    III. Launch the construction of a credit evaluation mechanism and build a sound internal and external ecosystem for the industry

    Under the unified leadership and arrangements of the China Exploration and Design Association, and around the integrity construction system of the China Exploration and Design Association, the Branch will, by summarizing the current establishment of self-discipline mechanisms in various provinces and cities, analyze the progress and effectiveness of the industry's integrity system construction, and plans to establish a special working group for the construction of the construction drawing review integrity system, establish a credit evaluation mechanism and an industry self-discipline mechanism for the review industry, further strengthen industry self-discipline, and help establish and improve the integrity system of the review industry, thereby establishing a healthy industry operating mechanism and building a sound internal and external ecosystem for the industry. When conditions are ripe, pilot work on credit system construction will be launched in some regions.

    IV. Compile association standards to provide support for industry development

    First, with regard to cost rate research, according to the needs of industry development and the management requirements of the relevant competent departments of the China Exploration and Design Association, and on the basis of summarizing previous research results, submit an application for the establishment of an association standard on cost rates. A research group for the analysis of cost elements of construction drawing review shall also be established to conduct special research and complete the association standard.

    Second, within the year, the Guidelines for the Review of Construction Drawing Design Documents will be submitted to the China Exploration and Design Association for release on a trial basis and applied for as an association standard.

    V. Continue to strengthen publicity work and promote the exemplary and leading role of typical projects and typical figures

    Continue to intensify publicity efforts and continuously enhance the social influence of the review industry.

First, strengthen the publicity team by establishing a special publicity working group, concentrate efforts on improving the professional competence of publicity personnel, and thereby continuously improve the quality of the Branch's publicity work.

    Second, make full use of the website and WeChat official account of the China Exploration and Design Association and the Branch's WeChat official account to actively publicize the latest policies and developments in the review industry, increase the attention of members, the industry, and society, increase the traffic of the official accounts, and jointly build a quality and safety ecosystem for the construction industry.

    Third, carry out publicity work on typical cases and typical figures in the national review industry at appropriate times, provide excellent review personnel with a platform to display their work results and achievements, play an exemplary and leading role for practitioners, publicize and promote the contribution of the review industry to the construction industry and society, and help high-quality industry development.

    In short, 2025 is a key year since the establishment of the third session of the Branch. Under the leadership of the China Exploration and Design Association, the Branch will continuously strengthen close contact and communication with relevant government competent departments, various branches of the China Exploration and Design Association, other industry associations, organizations, and enterprises, actively serve members, pool the strength of members, strengthen industry self-discipline, and contribute to the quality and safety of engineering survey and design and the high-quality development of the survey and design industry.
