The bureau deeply practices the 101% service philosophy of "doing better than saying, serving earlier than demanded." Relying on "construction assistance workstations," it comprehensively applies measures such as parallel review, deficiency-tolerant processing, and the commitment system, focusing on advancing reforms such as "pile foundation drawing review in advance," "segmented deficiency-tolerant archive verification," and "dual advance service for fire protection review and acceptance," promoting early commencement and early production of major projects.

　　The municipal housing and urban-rural development department has implemented an exemption system for low-risk projects, and this year has applied for exemption for 12 projects. A dedicated green channel for drawing review has been established, implementing deficiency-tolerant acceptance and parallel review. For general industrial projects, the time for issuing review opinions and re-review of construction drawing design documents is 3 working days and 2 working days respectively, and for major projects 5 working days and 3 working days respectively (excluding projects with complex technology or flammable and explosive content). For particularly urgent projects, the bureau cooperates unconditionally with construction units to complete drawing review in a timely manner.
　　The municipal and county (district) agency centers and drawing review centers work in coordination to carry out "assembly-line" online drawing review. This year, the 8 county and district drawing review sub-centers have issued a total of 172 drawing review qualification certificates, enabling the entire drawing review process to be handled without leaving the county or district.
　　Advance processing makes fire protection review and acceptance more heartwarming
　　Focusing on the difficult and bottleneck issues in project fire protection acceptance, the bureau promotes the "dual advance service" system of on-site inspection and submission materials for fire protection acceptance, helping projects shorten the acceptance cycle and reduce costs.
　　When the Phase II project of Trina Solar was signed and commenced, the bureau proactively engaged and adopted the "dual advance service" of on-site inspection and submission materials for fire protection acceptance. After the relevant equipment was installed, the on-site safe evacuation of the project could not meet code requirements, and conventional drawing changes and rectification could not solve the problem. The bureau repeatedly petitioned relevant leaders and experts of the Provincial Housing and Urban-Rural Development Department to seek solutions, and at the same time considered similar problems encountered in Phase III during the demonstration, gaining valuable time for the construction of the Phase III project. To better serve this project, the person in charge of fire protection review and acceptance and the review and inspection personnel of the bureau went deep into the site more than 20 times for on-site handling, discovering and resolving more than 100 conventional problems and 3 difficult and bottleneck problems.
　Deficiency-tolerant processing makes archive acceptance more worry-free
　　The bureau has incorporated construction project archive acceptance into the joint approval system, implementing "one-window acceptance, time-limited completion," and actively promotes fast approval of archive acceptance for major projects.
　　In view of the characteristics of engineering archive collection, the bureau took the lead in the province in piloting a working mechanism of segmented acceptance, notification and commitment, and deficiency-tolerant acceptance. According to the working measures of "segmented acceptance, notification and commitment, and deficiency-tolerant acceptance," applicants, under the condition of clarifying the "notification" content, "commitment" requirements, and the scope of "deficiency-tolerant acceptance," make a commitment within a time limit, and the urban construction archives can issue an acknowledgment opinion of "deficiency-tolerant acceptance" for archive acceptance, which can save about 60 days of approval time. In the first half of this year, the bureau issued a total of 33 "deficiency-tolerant acceptance" opinion letters for construction project archive acceptance for 150 individual projects such as the Wanxiang Complex.
