June 9 this year is "World Accreditation Day." To implement the requirements of this year's National Quality Inspection Work Conference on "making full use of the national quality technical foundation, this 'world language,' to strengthen international cooperation on production capacity and equipment manufacturing," the General Administration of Quality Supervision, Inspection and Quarantine, China Railway Corporation, and the Certification and Accreditation Administration of China (CNCA) will jointly hold a themed event titled "Certification and Accreditation Help China's High-Speed Rail Go Global." At the event, the CNCA and China Railway Corporation will sign the Strategic Cooperation Agreement on Certification and Accreditation Supporting the Development of China's High-Speed Rail, and the China Academy of Railway Sciences and other institutions will initiate the establishment of the China Rail Transit Inspection, Testing and Certification Alliance. The alliance will give play to the functions of all parties, comprehensively advance the development of China's railway certification, accreditation, inspection and testing system, integrate inspection, testing and certification resources, support the innovative development of China's railways, help China's high-speed rail go global, provide strong support for "Made in China" in improving quality and upgrading and going global, and build bridges for connectivity.
　　
　　At present, China has the largest high-speed railway network and the fastest development speed in the world. According to statistics from the International Union of Railways, as of 2015, 15 countries and regions around the world operated high-speed railways, with a total length of about 27,800 kilometers. China's high-speed rail operating mileage reached 19,000 kilometers, accounting for about 70% of the world's total high-speed rail mileage and ranking first in the world. In just over 10 years, China has completed the 50-year development course of high-speed rail abroad and has embarked on a path of high-speed railway development with Chinese characteristics.
　　
　　According to the relevant person in charge of the CNCA, inspection and testing provide effective guarantees for the quality and safety of high-speed railways.
　　
　　First, a railway technical equipment inspection and testing system has been established with full coverage from components to system integration and from fixed facilities to mobile equipment.
　　
　　Second, a railway professional facilities inspection and testing system has been established covering the entire process of system design, engineering construction, and operation and maintenance.
　　
　　Third, the systematic development of inspection and testing capabilities covering high-speed railway infrastructure, mobile equipment, operation management and other links gives play to the fundamental guarantee role of inspection and testing. The inspection and testing equipment capabilities fully cover component products at speed levels of 200 km/h and below and partially cover those at speed levels of 200 to 350 km/h. The overall inspection capability has reached the leading level in the same industry in China, and some testing capabilities have reached the international advanced level.
　　
　　It is understood that railway product certification began in 2003. In accordance with China's Regulations on Certification and Accreditation, the former Ministry of Railways issued the Measures for the Administration of Railway Product Certification, and a total of 75 products in 7 batches were included in the former railway product certification catalog. In May 2012, the former Ministry of Railways and the CNCA jointly issued the Measures for the Administration of Railway Product Certification, establishing a method for railway products that combines "compulsory product certification and voluntary product certification." The former Ministry of Railways successively issued two batches of the Catalog of Railway Products Subject to Certification Acceptance, covering a total of 378 products. After the separation of government and enterprise in the railway sector in 2013, in August 2014 China Railway Corporation issued the Measures for the Administration of Certification of Railway Special Products of China Railway Corporation and the Catalog of Railway Special Products Subject to Certification Acceptance of China Railway Corporation, involving 188 important railway special products. Railway products included in the national compulsory certification catalog, such as passenger train electrical equipment, fire-fighting appliances, and safety glass, are implemented in accordance with national compulsory certification management. Railway special products in China Railway Corporation's Catalog of Railway Special Products Subject to Certification Acceptance are certified by professional certification bodies authorized by the CNCA, and China Railway Corporation accepts the certification results. Other railway products not included in the catalog are implemented according to market rules.
