In order to further implement the spirit of the 'Notice of the Ministry of Housing and Urban-Rural Development on Issuing Several Provisions on Promoting the Unified Opening of the Construction Market' (Jianshi [2015] No. 140) and strengthen the supervision and service of cross-regional operations of engineering survey and design enterprises. After research, the Guangdong Provincial Department of Housing and Urban-Rural Development has decided to abolish the cross-regional operation filing system for engineering survey and design enterprises in Guangdong Province, and promote the construction of a unified and open engineering survey and design market.

　　In order to further implement the spirit of the 'Notice of the Ministry of Housing and Urban-Rural Development on Issuing Several Provisions on Promoting the Unified Opening of the Construction Market' (Jianshi [2015] No. 140) and strengthen the supervision and service of cross-regional operations of engineering survey and design enterprises. After research, our department has decided to abolish the cross-regional operation filing system for engineering survey and design enterprises in our province, and promote the construction of a unified and open engineering survey and design market in our province. The relevant matters are notified as follows:
　　
　　1. All localities should adhere to the principles of streamlining administration and delegating power and facilitating enterprises, simplify pre-management, give foreign engineering survey and design enterprises the same treatment as local enterprises, and accelerate the promotion of the unified opening of the engineering survey and design market in our province.
　　
　　2. Housing and urban-rural development authorities at all levels should, in accordance with the principle of 'whoever issues, cleans up', comprehensively clean up all regulations on the supervision and management of cross-regional operations of engineering survey and design enterprises within their administrative areas, and must not violate laws and regulations by directly or indirectly implementing the nine prohibited behaviors stipulated in Article 8 of the 'Several Provisions on Promoting the Unified Opening of the Construction Market' of the Ministry of Housing and Urban-Rural Development.
　　
　　3. Engineering survey and design enterprises shall truthfully fill in enterprise, practitioner, and engineering performance information in the 'Three Databases and One Platform Management Information Service System' of the Guangdong Construction Information Network, upload relevant electronic documents and materials, and be responsible for the authenticity, accuracy, and timeliness of the filled-in information. The Provincial Department of Housing and Urban-Rural Development provides enterprise information and personnel information interfaces to the housing and urban-rural development authorities of all cities, and opens data queries to the public. Housing and urban-rural development authorities of all localities that have already established local management systems should improve system construction, actively connect with the 'Three Databases and One Platform Management Information Service System' data, and prevent enterprises from repeatedly submitting information.
　　
　　4. Housing and urban-rural development authorities at all levels should strengthen in-process and post-event supervision, urge engineering survey and design units to implement quality responsibilities, and require drawing review agencies to strictly control the review of engineering survey and construction drawing design. For engineering survey and design enterprises that engage in illegal or non-compliant behavior or submit false information, the housing and urban-rural development authority where the project is located should record their behavior in the enterprise credit file, take measures such as market prohibition according to law, and simultaneously publish them to the public on the 'Guangdong Provincial Construction Market Supervision and Credit Integration Platform'.
　　
　　5. Smooth the service and supervision coordination mechanism for cross-regional operations of engineering survey and design enterprises. For engineering survey and design enterprises that engage in illegal or non-compliant behavior or submit false information, the housing and urban-rural development authority where the project is located should promptly notify the housing and urban-rural development authority of the enterprise's registered location. The housing and urban-rural development authority of the enterprise's registered location should actively carry out coordinated supervision, strengthen spot checks on information submitted by local enterprises, and for local engineering survey and design enterprises that engage in illegal or non-compliant behavior or submit false information in other places, record them in the enterprise credit file and promptly carry out dynamic verification. If, upon verification, an enterprise does not meet the qualification standards, it shall be dealt with according to law.
　　
　　6. From the date of issuance of this notice, the 'Notice on Implementing the Filing System for Cross-Regional Operation Management of Engineering Survey and Design Enterprises' (Yuejianshe Zi [2003] No. 140) of the Guangdong Provincial Department of Construction shall be simultaneously abolished.
