On the morning of July 23, as the pile drivers roared, the first pile was driven for the complete-set renovation (demolition and reconstruction) project at Nos. 11-12, 13-14, and 23 Guangling Village No. 1, Guangzhong Road Subdistrict, marking the official start of construction for this livelihood project.

On the same day, the project's Party building joint construction and groundbreaking ceremony was held concurrently. The Subdistrict Office's Third Party Branch, the Guangling Residential Area Party General Branch, and the project department jointly established a red joint construction platform, using Party building to lead urban renewal and old-neighborhood renovation projects in improving quality and efficiency, and helping 126 households realize their dream of secure housing as early as possible.
The project plans to demolish three old non-complete-set residential buildings on the original site and build one 16-story high-rise residential building, one 2-story ancillary building, and an underground non-motor vehicle garage. Since there are another eight multi-story residential buildings in the community and the project is adjacent to three buildings, construction will inevitably bring noise, dust, traffic, and other impacts to the surroundings. To deliver the "last mile" of service to residents, the three parties established a long-term, pragmatic Party building joint construction mechanism to promote deep integration of Party building with engineering construction, community governance, and livelihood services.
A livelihood reception service station has been set up in the community, equipped with functions such as Party member reception, demand intake, and science and technology outreach, and is regularly open to the public. The station goes to the front line to listen to residents' opinions, handles various livelihood demands through a closed-loop process, and carries out popular science outreach on new construction techniques and environmentally friendly construction, building a zero-distance communication and coordination platform between the project and nearby residents. The project department head told reporters that since the station was established, a few residents have come to inquire, and enthusiastic residents have proactively offered suggestions for the project construction.
In response to residents' requests for minor repairs and maintenance, the project side formed a convenience repair service team and, together with the subdistrict and neighborhood committee, regularly carries out the "Neighborhood Watch" care and assistance campaign. The service team focuses on special groups such as the elderly, disadvantaged, and those living alone, providing free convenience repair services including home appliance inspection and repair, pipeline checks, and small-item repairs, and proactively visits and comforts them to help ease difficulties in residents' daily lives. "At present, we and the project department's Party General Branch have completed visits to most households, helping them identify home safety hazards, including replacing aging wiring for one elderly person living alone," introduced Zhu Li, Party General Branch Secretary of the Guangling Residential Area. It is understood that the repair service team has tracked and recorded the needs of more than ten households and will carry out free repair services successively.
It is reported that this project is the first concrete modular construction project in Hongkou District, adopting the intelligent construction MiC technology independently developed by China State Construction International Group. A total of 160 concrete modules are used; structural, water, electricity, and pipeline work is completed in the factory to form complete "finished spaces," which are then transported to the site for assembly, achieving "building houses like making cars." After completion, the project will provide 130 housing units, creating quality new homes with regular layouts, independent kitchens and bathrooms, and good natural lighting; at the same time, it will optimize the community's facades, landscaping and roads, parking facilities, and more, comprehensively upgrading the overall living quality of community residents.
