The restoration and reconstruction project for county-level and above roads in Pinggu District, Beijing, was recently completed and passed final acceptance. The project covers eight roads—Pingxing Road, Pingcheng Road, Xiayu Road, Xiongnan Road, Huguan Road, Beishan Road Branch, Beinan Road, and Houxi Road—with a total length of 10.67 kilometers. It includes 12 bridges (8 newly built and 4 repaired) and the restoration or reconstruction of 20 culverts, comprehensively enhancing the roads' traffic capacity and disaster resilience.
Construction began in September 2025, and the project passed final acceptance on May 28, 2026, with a total construction period of more than 240 days.

Improvements in flood discharge and flood control capacity ran through the entire design and construction process. To address the problem of soft slopes along some mountain road sections that are prone to collapse and landslides after heavy rain, the project optimized slope protection methods and adopted more stable, erosion-resistant protective structures to prevent slope detachment and collapse from affecting road traffic on rainy days. For example, on the riverside and gully-adjacent sections of Huguan Road, a more robust rubble concrete structure was used to improve the overall structural stability of retaining walls; on submerged retaining wall sections, concrete aprons and gabion boxes were added to further strengthen wall stability.
At the same time, the road drainage systems were comprehensively reviewed and optimized, clearing drainage bottlenecks and upgrading drainage capacity. On Beinan Road, the original old circular pipe culverts had small diameters and slow drainage, causing the road surface to be damaged by water flow. By removing the old drainage pipe culverts and building new large-diameter drainage box structures, drainage throughput was greatly expanded, allowing rainwater to drain away quickly.
In addition, 11 old bridges were precisely renovated under a "one bridge, one strategy" approach. For example, the Jiangjunguan South Bridge on Pingxing Road was modified by optimizing the river channel passage space and raising the bridge deck height to ensure smooth river flow during flood season; the Zhangzuo Bridge on Pingxing Road had its pile foundations deepened to make the bridge foundation more stable and risk-resistant. Through comprehensive quality improvement and renovation, the roads, bridges, and protective facilities rebuilt and upgraded in this project all meet high-standard flood control and flood prevention requirements.
To address the three high-frequency risks faced by mountain roads during flood season—impact from floating debris, corrosion from de-icing salt in winter, and erosion by rainstorm floods—the project innovatively introduced a new prefabricated ECC composite anti-collision technology, creating a "flexible protective armor" tailored for the piers of seven key bridges. This protective structure combines multiple advantages and overcomes the shortcoming of traditional bridge protection, which is "hard resistance and easy damage." Through the principle of flexible buffering, it greatly reduces impact force, effectively improves the bridges' impact resistance, corrosion resistance, and erosion resistance, and significantly extends bridge service life.
The project also established a new integrated management and maintenance model of "post-disaster reconstruction—routine maintenance—intelligent monitoring," while advancing the construction of the Pinggu District highway and bridge intelligent monitoring platform. Integrated vibration and inclination sensors were installed on the Ju River Bridge on Xiongnan Road, along with sound and light alarms and high-definition video surveillance equipment, to provide 24-hour real-time monitoring of safety hazards such as pier-girder displacement, abutment inclination, and cone slope collapse. This enables all-weather automatic early warning of road and bridge risks, early detection and early handling of hazards, and comprehensively improves the intelligent level of highway safety management and control.
