At the start of the new year, walking into the Laocheng Development Zone in Chengmai, Hainan, at the construction site of the Zhejiang-Hainan Cooperation Industrial Park, giant arms of large machinery swing, engineering vehicles shuttle back and forth, and the roar of pile drivers interweaves with the clanging of steel bars into a stirring "spring song of endeavor." As the Spring Festival holiday comes to an end, this hot land, which carries the mission of deepening industrial collaboration between Zhejiang and Hainan provinces, has quickly set off a new year's construction boom.

"After the holiday, we quickly assembled personnel and allocated resources. At present, the project has fully entered a stage of vigorous construction in which pile foundation work and outdoor engineering are being advanced simultaneously," said Yang Dezhi, project manager of the Chengmai Zhejiang-Hainan Cooperation Industrial Park project of the Construction Company of China Railway No. 4 Engineering Group, at the construction site.

Looking across the site, dozens of static pile drivers are steadily sinking piles, while workers are breaking off pile heads; on the other side of the work area, large transport vehicles are backfilling earth, and excavation for building pile caps is also proceeding at a brisk pace, presenting a bustling scene of construction. At present, the pile foundation work is advancing steadily, and outdoor pipe networks and road foundations are being carried out in parallel, laying a solid foundation for the rapid advancement of subsequent main structure construction.

As a key cross-provincial cooperation platform of the Hainan Free Trade Port, the Chengmai Zhejiang-Hainan Cooperation Industrial Park has attracted much attention since the initial planning stage. The project plans to build a total of 9 buildings, including factory buildings, a comprehensive building, and a canteen, with a total construction area of about 131,300 square meters. Once completed, the project will not only be a carrier of physical space but also a testing ground for institutional innovation. It will make full use of the policy dividends of the Hainan Free Trade Port, such as "zero tariffs, low tax rates, and a simplified tax system" and tariff exemptions on processed value-added goods, and combine them with Zhejiang's industrial advantages in fields such as the digital economy, high-end manufacturing, and cross-border e-commerce to create a demonstration model for regional cooperation.
