The "Jishou City Charging Facility Development and Construction Plan (2021-2035)" focuses on the construction of electric vehicle charging facilities and defines the development goals, layout schemes, implementation paths, and safeguard measures during the planning period, aiming to build a comprehensive charging infrastructure system that supports the development of the new energy vehicle industry and green transportation construction.
I. Planning Basis and Background
Development Status: As of 2021, Jishou City had 56,400 vehicles, including 2,133 new energy vehicles (including buses, taxis, private cars, and other types). There were 25 existing public charging stations and 194 public charging piles, with a vehicle-to-pile ratio of 11:1, far higher than the national average. Problems included uneven layout, small scale, vehicle-pile imbalance, and insufficient operation and maintenance, and charging facilities were concentrated in suburban areas and administrative units, leaving a large supply gap in urban areas.
Policy Support: Relying on relevant policy requirements of the national government and Hunan Province (such as 100% reservation of charging conditions in newly built residential buildings and a construction ratio of no less than 30% in public parking lots), and combined with Jishou City's territorial spatial planning, comprehensive transportation planning, and other plans, the policy basis and technical standards for charging facility construction are clarified.
Development Opportunities: The production and sales of new energy vehicles are booming, the national government has included charging piles in new infrastructure, and Jishou City, as the capital of Xiangxi Prefecture and a central city in the Wuling Mountain area, has huge potential demand for charging facilities.
II. Core Planning Goals
(1) Overall Goals
By 2035, build a charging facility network with a reasonable layout that is safe and reliable, meet the charging demand of 79,000 electric vehicles, and ensure that the public charging service radius is less than 1 kilometer in the central urban area and no more than 2 kilometers in peripheral townships.
(2) Phased Goals
Near term (2021-2025): Set up 55 charging stations and 3,217 charging piles, including 16 bus charging stations (335 piles), 6 taxi charging stations (120 piles), 4 tourist attraction charging stations (75 piles), etc., to meet the public charging demand of nearly 10,000 electric vehicles.
Long term (2025-2035): Build 153 charging stations and 14,488 charging piles (including 12,950 vehicle charging piles and 1,550 motorcycle charging piles), supported by 4 battery swap stations, forming a system with "dedicated facilities as the main body, public facilities as the auxiliary, and fast charging/battery swap stations as the supplement."
III. Charging Facility Layout Plan
Supply Modes: Cover three types of modes: AC slow charging (suitable for residential areas and parking lots), DC fast charging (suitable for public stations and expressway service areas), and rapid battery swapping (suitable for taxis, ride-hailing vehicles, etc.), arranged according to demand.
Layout by Category:
Buses: Plan 16 charging stations with 374 charging piles, with a pile-to-vehicle ratio of 1:2;
Public: Lay out 106 charging stations and 9,018 charging piles, covering administrative office parking lots (2,200 piles), public parking lots (5,268 piles in the central urban area and 1,550 piles in townships), etc.;
Dedicated Fields: Configure 86 charging piles for sanitation vehicles and 3,160 charging piles for dedicated vehicles such as logistics, taxi, and tourism vehicles;
Intercity Fast Charging: Build 9 fast charging stations and 300 charging piles, covering expressway entrances and exits and national highway sections, with a service radius of no less than 25 kilometers;
Residential Communities: Newly built communities shall reserve charging conditions 100%, existing communities shall be equipped with public charging facilities, and the "unified construction and unified maintenance" model shall be promoted.
Technical Configuration: Tourist attractions shall be equipped entirely with DC piles; the AC-to-DC ratio shall be 1:1 in the transportation sector and government compounds, 4:1 in old residential communities, and 3:1 in newly built residential areas.
IV. Implementation Safeguards and Operation Models
Safeguard Measures: These include implementing the main responsibility, simplifying approval procedures, increasing land use and financial support, strengthening safety management, coordinating property cooperation, and strengthening power supply and consumption supervision, so as to ensure the plan is implemented.
Operation Models: Recommend the model of "third-party charging service platform leadership + crowdfunded charging pile construction" to integrate social resources and share costs; refer to cases such as Qingdao Teld and Wanbang Xingxing Charging to explore diversified profit models of "electricity fee income + advertising revenue + cooperative dividends."
Near-term Investment: A cumulative investment of about 300 million yuan from 2022 to 2025, used for charging station construction (184 million yuan) and charging pile configuration (116 million yuan).
V. User Construction Guidelines
For individuals or units installing charging facilities, there is no need to handle procedures such as construction land planning and construction permits; four steps are required: confirmation of charging conditions, application for power supply scheme, installation and construction, and acceptance and grid connection. Grid enterprises do not charge grid connection fees, and charging piles are provided free with vehicles and enjoy a 3-year warranty.
