On February 2, the Heilongjiang Provincial Highway Construction Center organized a meeting to advance key provincial projects, at which reports from key provincial projects on going all out to advance project construction and achieve a "strong start in the first quarter" were heard, and next-step key tasks were deployed. Members of the Center's leadership team, the Engineering Office, and the directors of each project office (advancement office) attended the meeting.

The meeting required

Each project office and advancement office must continue to tackle hard issues, plan in advance specific measures for resuming work and production, turn the "idle winter" into a "busy winter," advance the resumption of work and production in a planned way, and bring production factors such as personnel, equipment, and materials onto the site, so as to ensure that projects "start work as soon as spring arrives and sprint from the very start," laying a solid foundation for achieving the goal of a "strong start in the first quarter."

The meeting noted

This year is the opening year of the 15th Five-Year Plan. To strive for a good start to the 15th Five-Year Plan, the Heilongjiang Provincial Highway Construction Center must scientifically break down the first-quarter investment plan in light of actual project progress; each project must comprehensively review its work objectives and task requirements, formulate a "four systems" responsibility list, a timetable for advancing preliminary work, and an annual investment task breakdown table, and clarify leadership responsibilities, assessment and evaluation, and supervision and accountability methods. Under the premise of ensuring project quality and production safety, all work should be prepared early and implemented quickly.

The meeting emphasized

It is necessary to adhere to a problem-oriented approach in advancing current key tasks.First, resolutely win the tough battle of land acquisition and demolition.Focus on the remaining difficult and blocking points in land acquisition and demolition for continuation projects, strengthen coordination with local governments, have special teams follow up, target efforts precisely, and break through them one by one to ensure projects are delivered on schedule; for newly started projects, special teams must be established in advance to urge local governments to promptly set up land acquisition and demolition bodies and start relevant work early, laying a foundation for full-scale construction.

Second, do a good job in spring material preparation.Provide all-round guarantees for the quantity and quality of stockpiled bulk materials such as crushed stone and cement for projects, ensuring excellent quality and sufficient quantity.

Third, deepen the construction organization design.Invite industry experts to conduct reviews on the rationality of the construction schedule, the scientific nature of organization, and technical feasibility, advance the review and demonstration of construction organization designs for continuation projects, and ensure that construction organization designs are prepared in a scientific, reasonable, and feasible manner and effectively guide construction production.

Fourth, continue to do a good job in refined project management.Strengthen project institutional development, improve management levels such as standardization of management behavior, standardization of site construction, and standardization of construction techniques, make full use of advanced technologies such as the Internet of Things, comprehensively improve the application of intelligent monitoring and detection systems and methods, and enhance the level of information-based management.

Fifth, strengthen project publicity and reporting.Establish a communications team, link upper and lower levels, dig deep for highlights, and make full use of platforms and media such as mainstream media, industry media, local media, and new media to increase publicity and reporting on good experiences and good practices in overcoming difficulties in transportation construction and on the projects' driving effects on the economy and society, creating a good atmosphere for engineering construction.
