On January 26, Governor of Guangdong Province Meng Fanli, while delivering the government work report at the opening of the Fifth Session of the 14th Guangdong Provincial People's Congress on the 26th, stated that during the "14th Five-Year Plan" period, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area has been advanced in depth, and the total economic volume is expected to exceed 15 trillion yuan in 2025.

In recent years, the "hard connectivity" of infrastructure among Guangdong, Hong Kong and Macao has been accelerated. The report on the implementation of Guangdong Province's 2025 national economic and social development plan and the draft 2026 plan (hereinafter referred to as the "Report") released at the congress shows that the Greater Bay Area's independently operated intercity railways have achieved a transformation from a "linear layout" to "networked operation," with the rail transit mileage exceeding 4,000 kilometers; and the number of cross-border water passenger transport routes has reached 17.

In 2025, cross-border low-altitude transportation services in the Greater Bay Area were accelerated, with the opening of multiple helicopter intercity routes and Hong Kong-Macao cross-border routes. Shenzhen opened helicopter flights with Hong Kong and Macao, with the entire journey from Shenzhen Airport to Hong Kong taking only 15 minutes; the Guangzhou-Shenzhen-Hong Kong High-Speed Railway carried more than 35 million cross-border passengers, up 17.8% year on year. The Hong Kong-Zhuhai-Macao Bridge handled an average daily traffic volume of about 14,000 vehicle trips, up 19.8% year on year.

The "soft connectivity" of rules and mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area is being accelerated. At present, 198 high-frequency government service items among Guangdong, Hong Kong and Macao have achieved cross-border handling, and a total of 267 "Greater Bay Area Standards" and 308 "Greater Bay Area Certification" certificates have been issued. The "Cross-boundary Wealth Management Connect" pilot has 175,000 individual investors, with cross-border fund remittances totaling 129.2 billion yuan.

The "heart connectivity" among residents of Guangdong, Hong Kong and Macao continues to strengthen. The Report shows that 84 innovation and entrepreneurship bases for Hong Kong and Macao youth have been built, attracting more than 7,000 Hong Kong and Macao projects. Under the "Hong Kong and Macao Medicines and Medical Devices Connect," 63 types of Hong Kong and Macao medicines and 85 types of medical devices have been approved for introduction and use. The scope of use of Hong Kong's "Elderly Health Care Vouchers" has been expanded to 21 service points in the mainland Greater Bay Area, achieving full coverage of the nine mainland cities of the Greater Bay Area, benefiting more than 1.78 million eligible Hong Kong elderly persons.
