As the year-end economic review takes stock, investment and consumption remain key. In its work plan for 2026, the Hunan Provincial Development and Reform Commission recently stated that stabilizing investment must be made the top priority of this year's development and reform work.

In terms of making good use of various government investment funds, another batch of 2026 "Two Major" (major national strategies and security capacity building) and central budget investment project lists will be issued ahead of schedule before the Spring Festival. The Provincial Development and Reform Commission requires all cities and prefectures to seize policy opportunities, focus on key areas and investment directions supported by the state, carry out the "major project planning and planning of major projects" campaign on a regular basis, and strengthen project reserves by level and category. Solid preliminary work on projects must be done to ensure that proposed projects reach the depth of preliminary design. On the other hand, all cities and prefectures must strictly implement rigid requirements such as dedicated account management and earmarked use of funds, and strive to raise the fund payment rate.

In terms of advancing the implementation of major projects, the Provincial Development and Reform Commission disclosed that it will focus on provincial key projects and projects funded by the "four categories" of funds, take the ten major infrastructure projects as the guide, and accelerate the construction of projects under way, including the Shaoyang-Yongzhou, Tongren-Jishou, Changsha-Ganzhou and Yichang-Changde railways, the Changsha airport expansion and renovation, the G4 expressway capacity expansion, the Jintangchong Reservoir and the Meishan irrigation district. It will make every effort to push for the early start of construction of projects such as the Yongzhou-Qingyuan-Guangzhou and Qianjiang-Jishou railways, the Changsha-Zhuzhou intercity railway and the extension line of Changsha Metro Line 5, and accelerate preliminary work on major projects such as the Yiyang-Loudi, Lixian-Zhangjiajie, Huaihua-Guilin and Nanning-Hengyang railways, the comprehensive improvement of the Four Rivers water system and the Yichongqiao Reservoir.

In addition, the Provincial Development and Reform Commission will implement in detail the 13 policy measures of the state to promote private investment, establish a long-term mechanism to support private capital's participation in the construction of major projects, continue to recommend high-quality projects to private capital, and promote the fair opening of competitive infrastructure sectors to business entities.
