On January 21, according to the Beijing Municipal Commission of Planning and Natural Resources, the Commission and the Municipal Development and Reform Commission recently jointly issued the "Beijing 2026 Annual Construction Land Supply Plan" (hereinafter referred to as the "Land Supply Plan"), which clarifies the scale, structure, layout, and implementation orientation of the city's construction land supply for 2026.

The "Land Supply Plan" implements the spirit of the Central Urban Work Conference and the Central Economic Work Conference, promotes connotative urban development, and coordinates incremental and existing land. Taking the "Beijing Master Plan (2016-2035)" as the fundamental guideline, it closely aligns with Beijing's "15th Five-Year Plan" and the annual tasks of national economic and social development, fully leverages the guiding role of the plan, focuses on optimizing the spatial pattern, promotes the healthy development of real estate, strengthens land guarantees for new quality productive forces and spatial guarantees for urban quality improvement, and serves the high-quality development of the capital.

In terms of supply arrangements, the "Land Supply Plan" specifies that in 2026, the city expects to implement approximately 3,240-3,740 hectares of construction land, and plans to arrange 3,040-3,540 hectares of newly supplied construction land, including 2,430-2,530 hectares of urban and rural construction land and 610-1,010 hectares of land for special purposes, transportation, and water. It supports the renewal and revitalization of more than 200 hectares of inefficient industrial land and inefficient commercial office building land (with a building scale of more than 3 million square meters).

In terms of spatial layout, it will continue to thoroughly implement the urban spatial structure of "one core, one main area, one sub-center, two axes, multiple points, and one zone," guide the rational distribution and efficient allocation of urban functions, population, and resources among different circles, and enhance the comprehensive carrying capacity of the multiple points in the plains and the sub-center.

Specifically, in 2026, the "Land Supply Plan" highlights five major implementation orientations to promote the transformation of the urban development model toward connotative improvement:

First, reducing quantity and improving quality, and strengthening the control and guiding role of urban planning. It strictly observes the "three control lines" of cultivated land and permanent basic farmland, ecological protection red lines, and urban development boundaries. For 2026, the city has arranged a net reduction task of 500 hectares of urban and rural construction land, 40 hectares less than in 2025.

Second, activating existing stock and vigorously implementing urban renewal. It will continue to guide the supply of existing construction land to account for about 65 percent. For the first time, urban renewal plan indicators are listed separately, gradually promoting the scale of existing stock renewal to be no less than the scale of new supply, encouraging area-based renewal, activating the potential of existing urban resources, strengthening the coordinated use of spatial resources, guiding production and living land to be prioritized in blocks with a certain construction foundation, and improving comprehensive land benefits.

Third, being precise and efficient, and supporting and safeguarding the development of new quality productive forces. To serve the integration of scientific and technological innovation with industrial innovation, 480-540 hectares of industrial land are arranged, an increase of 10-30 hectares over 2025. It will promote the concentration of land for high-precision and advanced industries in key development fields and key functional zones at a ratio of no less than 85 percent, with priority given to guaranteeing land demand for the city's advantageous industries, future industries, and related new infrastructure industries. It will strengthen factor guarantees for rural industrial development, continue to list rural industrial land indicators separately, and support the integration of rural business forms and composite spatial utilization.

Fourth, determining supply based on demand, and supporting the construction of a new model for real estate development. It implements the spirit of the Central Economic Work Conference on "controlling increments, destocking, and optimizing supply according to city-specific policies," improves the precision of new real estate land supply, and arranges 200-240 hectares of commercial residential land, prioritizing development and construction around rail transit stations, areas with relatively complete facilities, and areas with dense employment, promoting a balance between work, residence, commerce, and services, and strengthening station-city integration. It promotes the implementation of "good housing" and improves housing quality and surrounding supporting services. It optimizes the supply of affordable housing, prioritizing the conversion of existing stock and using moderate new supply as a supplement, arranges 350 hectares of land for affordable housing, increases the supply of affordable housing for new citizens, urban operation and service guarantee personnel, and other groups, and better meets the rental demand for "a bed" and "a room."

Fifth, being people-oriented, and improving the level of public service and infrastructure guarantees. Focusing on the requirements of the "seven haves" and the needs of the "five qualities," it adapts to changes in population structure, fills gaps in public service facilities, strengthens the coordinated allocation of supporting facility land in key residential areas and key industrial parks, arranges 650 hectares of land for public management and services, and for the first time lists 300 hectares of land for green spaces and squares separately to promote the construction of a garden city. It will smooth road micro-circulation, strengthen regional transportation connectivity, enhance the resilience of municipal infrastructure, and arrange 950-1,350 hectares of transportation land, 110 hectares of water area and water conservancy facility land, and 100 hectares of land for special purposes.

The issuance and implementation of the "Land Supply Plan" marks a solid step by Beijing, in the context of mega-city governance, toward more intensive, precise, and efficient land resource management.

The Beijing Municipal Commission of Planning and Natural Resources stated that next, it will work with district governments and relevant departments to strengthen policy integration, improve the efficiency of factor allocation, advance the implementation of the plan through division of labor, pay close attention to market demand, achieve the healthy and sustainable development of the land market, and contribute to the high-quality development of the capital and a livable environment for the people.
