On the afternoon of January 7, the Zhejiang Provincial Housing and Urban-Rural Development Work Conference was held in Hangzhou, setting out the main goals and tasks for housing and urban-rural development during the 15th Five-Year Plan period.

     According to the requirements, after five years of effort, a high-quality development framework for housing and urban-rural development across the province will be fully established, with work quality and effectiveness consistently ranking among the top in the country. The province will build itself into a national demonstration highland for urban renewal, for the protection, inheritance and utilization of "Three Names" (famous cities, towns and villages), and for refined and intelligent urban governance, basically complete the building of a modern people-centered city ahead of schedule, and fully showcase the vivid picture of picturesque Zhejiang.

     In 2026, the opening year of the 15th Five-Year Plan, the focus will be on enhancing urban quality and functions through urban renewal, building a modern people-centered city at a high level, and polishing the golden名片 of "Cities in Zhejiang, Happy Homes"; making every effort to promote the high-quality development of the "two pillar industries" of real estate and construction; focusing on three key areas to comprehensively improve urban and rural construction management and the protection and inheritance of historical and cultural heritage; and strengthening four major drivers to fully stimulate the momentum of housing and urban-rural development.

     Behind the grand narrative are scenes of daily life closely tied to ordinary people. For example, the conference called for accelerating the establishment of a work system that "advances good housing, good residential compounds, good communities and good urban areas as an integrated whole," and for expanding and improving the quality of "good housing" pilot projects, which means more "good housing" will enter the market in the new year.

     Another example: the conference called for optimizing the supply of affordable housing, implementing youth-friendly housing initiatives, deepening the integration of basic public services for housing security, and continuing to polish the golden名片 of "livable housing," meaning more new Zhejiang residents will see their dream of a home come true.

     Also, in response to the pain points of residents regarding property services, the conference proposed continuously improving property service standards and exploring a "property services + lifestyle services" model, which will bring owners a brand-new property service experience and become an important part of improving quality of life.

     In addition, the conference proposed making greater efforts to consolidate the stabilization and recovery of the real estate market and accelerate the establishment of a new model for real estate development. This will also inject more confidence into the current market, and specific follow-up measures are worth anticipating.
