The 2026 Provincial Transport Work Conference held recently revealed that over the past five years, Liaoning has made major progress in building itself into a strong transport province, with investment estimated at 271 billion yuan, up 19.1% over the 13th Five-Year Plan period. More than 60 projects each worth over 100 million yuan were implemented annually, with annual growth maintained above 15%.
A relevant official from the Liaoning Provincial Department of Transport said that during the 14th Five-Year Plan period, Liaoning's transport infrastructure system has become more complete, with 11,000 km of ordinary trunk highways, 31,700 km of rural roads and 2,419 dilapidated bridges built or upgraded. The PQI good-excellent road ratios of ordinary national and provincial highways rose to 93% and 81% respectively. Railway and high-speed railway operating mileage reached 6,998 km and 2,386 km, ranking sixth and ninth nationwide. Thirty-four berths were put into operation, including 31 of 10,000-ton class or above. A total of 9,700 km of rural roads were newly built or upgraded.
In improving transport service support capacity, Liaoning strengthened the transport and logistics smooth-flow guarantee mechanism and took the lead in promoting transport cooperation among the three northeastern provinces and the eastern Inner Mongolia region. Liaoning's sea-rail intermodal transport volume and its share rank among the top in the country. The share of new-energy buses rose by 41 percentage points. Twenty-two all-cargo air routes were opened. The Shenyang South Railway Station–Taoxian Airport "air-rail passenger connection" and Dalian Airport's "Transit Connections" were selected among the first batch of national passenger intermodal transport brands. Villages with the necessary conditions have 100% access to logistics and express delivery.
In improving the governance system, Liaoning implemented a working mechanism of planning guidance, project library management and dedicated teams for key projects, and the tasks of the 14th Five-Year Plan were basically completed. The online availability and actual handling rates of transport government services both reached 100%. Transport disaster prevention and emergency response mechanisms were further improved, and the renovation rate of dilapidated bridges on ordinary trunk highways in 2024 and the disposal rate of dilapidated bridges in 2025 both reached 100%.
During the 15th Five-Year Plan period, Liaoning will make further efforts in improving the infrastructure layout, optimizing the transport structure, enhancing basic support functions, fostering new drivers of high-quality development, improving safety and resilience, and enhancing industry governance efficiency. It will shore up weak links and improve quality to build the province's main comprehensive transport framework of "dual cores, two axes, three rings and six corridors." By the end of the 15th Five-Year Plan period, decisive progress will have been made in basically building a strong transport province.
