On January 5, the construction site in Zhengyang Subdistrict, Qianjiang District, was bustling with activity. This is the construction site of the Qianjiang District sale-type affordable housing project, with a total investment of 649 million yuan and a total floor area of about 147,000 square meters. For young people who have long struggled in the rental market, this is a project of extraordinary significance—976 affordable housing units are being steadily advanced, and all are expected to be completed and delivered in 2026.

01 Project Planning: Good Location + Good Supporting Facilities

The Qianjiang District sale-type affordable housing project is implemented in two phases. Phase I will build 174 housing units, and Phase II will build 802 housing units. The entire project has a total planned land area of 107.2 mu.

The site selection is quite thoughtful. It is located in Zhengyang Subdistrict, adjacent to public facilities such as Qianjiang District Central Hospital, the Administrative Service Center, and Zhengyang Primary School. This concept of "good location and good supporting facilities" ensures that residents of affordable housing can also enjoy complete public services.

At present, the site leveling work for the Phase I project has been completed, and construction facility setup and pile foundation excavation are underway. The Phase II project was officially listed for bidding on December 25, 2025, with an expected construction period of 720 days.

02 Application Conditions: Targeting Those Who Truly Need It

Sale-type affordable housing differs from traditional economically affordable housing in that it has a clear target group. It mainly serves wage-earning groups such as urban registered households with housing difficulties, local residents with stable employment, and various types of talent.

The application conditions are specific and clear: Qianjiang urban registered households must have no housing within the six subdistrict offices or have a per capita housing floor area of less than 25 square meters; those who have worked stably in Qianjiang for more than six months and have continuously paid social insurance for six months and do not have housing exceeding the standard; and recognized talent who do not have housing exceeding the standard.

This "precision drip irrigation" approach to housing support avoids resource misallocation and ensures that those who truly have needs can benefit.

03 Price Advantages: Cost Recovery with Modest Profit, Closed-Loop Operation

The Qianjiang District sale-type affordable housing system is built around the core concept of "cost recovery with modest profit and closed-loop operation."

The benchmark sale price covers only land costs, construction and installation costs, loan interest, taxes, and a profit margin of no more than 5%. This pricing mechanism ensures that prices are significantly lower than market commercial housing, making them affordable for wage earners.

The unit designs are also very user-friendly: households of two people or fewer can apply for units of about 60 square meters, three-person households about 90 square meters, and households of four people or more about 120 square meters. The application area for introduced talent may be appropriately relaxed.

04 Institutional Innovation: Closed Management, Cyclical Use

The biggest feature of the management of sale-type affordable housing in Qianjiang District is "closed-loop operation and cyclical use." After purchasing this type of housing, the property nature is recorded as "sale-type affordable housing." It may be used for self-occupation, rented out, or inherited, but it may not be converted into commercial housing, nor may it be traded on the market through sale, gift, or other means.

When the purchaser needs to exit, an institution designated by the government will repurchase the property. The repurchase price calculation formula is transparent and fair: total original purchase price × (1 − depreciation rate × years of purchase + benchmark one-year RMB fixed deposit interest rate of the People's Bank of China at the time of repurchase × years of purchase), where the depreciation rate is calculated at 2% per year.

As a cumulative total of about 17,000 people across Chongqing have submitted applications online and passed review, the affordable housing waiting list in Qianjiang District is also continuously expanding. Online applications can be made through the "Yukuaiban" APP by searching for "Yuyue Anju" to enter the system; offline, applicants can go to the designated application points of the District Housing and Urban-Rural Development Commission.

The first batch of housing will be completed and delivered in 2026. These buildings are not only concrete structures, but also the hope of stability for hundreds of families. For young people like Zeng Cheng, the drifting life of renting is about to end, and a home of their own is moving from blueprint to reality.
