To thoroughly study and implement the spirit of the Central Urban Work Conference and implement the spirit of the National Housing and Urban-Rural Development Work Conference and the Hainan Provincial Urban Work Conference, on December 30, 2025, the Hainan Provincial Department of Housing and Urban-Rural Development, together with the Provincial Water Affairs Department and the Provincial Development and Reform Commission, held a special training meeting on the revision of the implementation plan for underground pipeline network, utility tunnel and facility construction and renovation in the sixth-floor meeting room of the Provincial Department of Housing and Urban-Rural Development office building. The meeting focused on the core task of revising the implementation plan for underground pipeline network, utility tunnel and facility construction and renovation, unified thinking, clarified standards, and tightened responsibilities, to support the application for the 2026 "Two Major" projects and promote high-quality urban development across the province.

      Sun Shuhua, Chief Engineer of the Hainan Provincial Department of Housing and Urban-Rural Development, delivered the training mobilization speech. She emphasized that the construction and renovation of underground pipeline networks and utility tunnels is a livelihood project that concerns the vital interests of the people and a key project for safeguarding urban safety. Currently, the state's support through ultra-long-term special government bonds and central budget investment is continuously increasing, which is a policy window period for filling shortcomings. All localities must anchor to the application goals of the "Two Major" projects, complete plan revision and project planning with high quality, adhere to the principles of "precision, systematicness, and feasibility," closely follow the current baseline, policy orientation, and actual needs, ascertain the actual situation of pipeline networks based on urban physical examinations, plan key projects in line with central requirements, optimize construction paths in combination with city and county development and public demands, strengthen project planning and packaging, seek funding support through multiple channels, strictly control project construction quality, and effectively transform policy dividends into tangible results for urban safety development.

      The Hainan Provincial Development and Reform Commission conveyed the work requirements of the national ministries and commissions for the application of the 2026 "Two Major" construction projects, clarifying the direction of funding support and the core application standards.

      During the training session, experts delivered special lectures on "Key Points of Dynamic Update of Implementation Plan and Policy-based Funding Application," "Thoughts on the Compilation of Implementation Plan," and "Key Points of Revision of Hainan Urban Underground Gas Pipeline Renovation Implementation Plan and Analysis of Typical Cases in Guizhou and Hainan," respectively. Combining industry practice and technical specifications, they provided professional guidance for localities to accurately plan projects and improve plan quality.

      In the Q&A and interactive答疑 session, experts answered difficult questions from various localities regarding plan revision, project application, approval processes, and other aspects one by one, creating a strong atmosphere of on-site exchange.

      This training closely followed the actual construction of underground pipeline networks and utility tunnels in Hainan Province and specifically responded to the shortcomings existing in the current compilation work. Trainees expressed that the training was rich in content and highly instructive, deepening their understanding of policy requirements and enhancing their practical abilities in plan compilation and project application. Next, all localities will take this training as an opportunity to effectively improve their political stance, tighten work responsibilities, complete the revision of implementation plans with high quality, solidly advance various tasks in the construction and renovation of underground pipeline networks and utility tunnels, continuously improve the intrinsic safety of urban infrastructure and the people's sense of gain, happiness, and security, and provide solid support for building a modern people's city in the Hainan Free Trade Port that is innovative, livable, beautiful, resilient, civilized, and smart.

      A total of more than 140 people attended the on-site training, including leaders in charge and specific responsible persons from the housing and urban-rural development, urban management, water affairs, and development and reform departments of all cities, counties, and autonomous counties in Hainan, as well as heads of gas enterprises and relevant compilation units.
