On December 18, the Ministry of Housing and Urban-Rural Development held an on-site meeting in Xuzhou, Jiangsu Province, on advancing urban infrastructure lifeline safety projects. The meeting emphasized that next year and during the 15th Five-Year Plan period, on the basis of consolidating the achievements of previous work, the quality and effectiveness of lifeline project construction must be comprehensively improved, so as to safeguard high-quality urban development with high-level safety.

      First, efforts should be made in "coordination": scientifically plan the tasks of lifeline projects during the 15th Five-Year Plan period, give full play to the coordinating role of the "one committee, one office, one platform" mechanism, and advance lifeline projects in coordination with urban renewal, new-type urban infrastructure construction, and other work.

        Second, efforts should be made in "construction": carry out comprehensive and accurate risk surveys of infrastructure, scientifically and precisely deploy IoT sensing devices, optimize and improve the functions of supervision platforms, and gradually expand the scope of monitoring coverage on the basis of covering key areas. Third, efforts should be made in "application": give full play to the role of lifeline projects, accurately identify risks and hidden dangers, quickly handle warning incidents, improve the closed-loop handling process, strengthen long-term mechanisms, and promote source governance. Fourth, efforts should be made in "support": strengthen input of factors, ensure construction, operation, and maintenance with sustained and stable funding, drive efficiency upgrades through scientific and technological innovation, strengthen development support through talent teams, and provide solid guarantees for the construction of lifeline projects.
