On November 26, the unit works of 19 small dike-crossing structures and the L388-L395 dike-top flood-control road in Section 13 of the civil construction of the Liaohe River Mainstream Flood Control Improvement Project, undertaken by Sinohydro Bureau 1 Co., Ltd., passed acceptance, and all accepted items were rated "Excellent".

As an important component of one of China's 150 major water conservancy projects, the Liaohe River Mainstream Flood Control Improvement Project is deeply integrated into the overall layout of the national water network construction and shoulders the important mission of optimizing the water security pattern of the basin. The project's governance scope covers the 538-kilometer mainstream basin from the confluence of the East and West Liaohe Rivers to the downstream Erjiegou, while advancing coordinated governance of 19.06 kilometers of the estuary sections of six tributaries.

The 19 small dike-crossing structures, including the Yuhong Village South Sluice, the Weichang Uplift Main Canal Sluice, and the Zhihong Village Drainage Sluice No. 1, can effectively withstand extreme flood risks. They are not only key nodes for draining accumulated water inside and outside the dikes and reducing flood peaks during the flood season, but also important facilities for ensuring irrigation of farmland along the route during the non-flood season. To fully safeguard the rigid demand of farmers along the route for land irrigation, how the construction team of Sinohydro Bureau 1 balanced construction progress with livelihood protection became a core challenge. Facing a tight construction schedule and heavy tasks, the project Party branch established "Party member responsibility zones," assigned dedicated Party members to take charge under a responsibility system, used Party-building red to lead quality excellence, precisely matched livelihood needs, coordinated and resolved constraining factors during construction, and achieved coordinated improvement of project quality and public well-being.

The L388-L395 dike-top flood-control road, as a key flood-control passage, undertakes the important functions of material transportation during the flood season, dispatch of emergency rescue teams, and dike maintenance during the non-flood season. It occupies an irreplaceable position in the basin's flood-control emergency system, which also imposes far stricter requirements on construction process precision and technical standard control than those of conventional projects. To ensure project quality, the construction team of Sinohydro Bureau 1 made efforts in both resource coordination and quality control, established a "three-party linkage" communication mechanism, surveyed multiple key irrigation nodes, formulated a "staggered construction" plan, and suspended relevant procedures during peak irrigation periods; in quality control, it built a full-process quality assurance system and comprehensively coordinated quality management, ensuring that the construction tasks were completed with high quality and high standards.

The smooth acceptance of the two unit works—the 19 small dike-crossing structures and the L388-L395 dike-top flood-control road—marks another major phased breakthrough in the project construction.
