On August 29, the 150 MW Khromtau Wind Power Project in Kazakhstan, built by PowerChina Chengdu Engineering Corporation under the EPC+F model, achieved full-capacity grid-connected power generation nearly 100 days ahead of the contractual schedule. The project team adhered to the performance philosophy of "safety first, quality foremost, controllable progress, and environmental compliance," ensuring the achievement of this major milestone.
The project is Chengdu Engineering Corporation's first EPC general contracting project in Kazakhstan to commence construction by providing short-term special-risk financing. It installs 24 wind turbines with a unit capacity of 6.25 MW each, the largest single-unit capacity currently in Kazakhstan, and is also the largest wind power project completed overseas by Chengdu Engineering Corporation. Located in the Khromtau District of Aktobe Region, the project faces severe climatic conditions, with an average annual temperature of only about 5.8°C, long and bitterly cold winters (with lows reaching -48°C), and a short effective construction period. These factors, combined with long-distance logistics and transportation, posed challenges to project performance.
Faced with these difficulties, the project team innovated its management model, optimized processes, and strengthened resource scheduling and coordination, achieving seamless integration between project development and project execution for the first time in the Central Asian region. The team deeply integrated the strengths of Chinese and Kazakh employees, thoroughly explored and utilized local resources, and implemented a series of combined measures: completing equipment pre-purchasing in advance and significantly shortening the design review and approval cycle; overcoming severe cold to continuously advance winter logistics and construction; and promoting localized management to communicate efficiently with all parties, thereby ensuring construction safety, quality, and overall efficiency.
The Khromtau Wind Power Project is another key clean energy project built by Chengdu Engineering Corporation in Kazakhstan, following the Mainak Hydropower Station, the Zhanatas Wind Farm, and the Shelek Wind Farm. Once operational, the project will provide approximately 509 GWh of clean electricity annually and reduce carbon dioxide emissions by about 500,000 tons, which is of great significance for optimizing Kazakhstan's energy structure, promoting green and low-carbon development, ensuring regional energy supply security, and advancing localization and talent cultivation.
