1.Bidding Conditions

This bidding project, the survey and design of the Three Gorges Waterway New Channel Project, has been approved by the project approval authority, and the project funding sources have been secured. The bidder is China Three Gorges Construction Engineering (Group) Co., Ltd. The bidding agency is Three Gorges International Tendering Co., Ltd. The project now meets the bidding conditions, and public bidding is hereby conducted for the project.

2.Project Overview and Bidding Scope

2.1 Project Overview

The Three Gorges Waterway New Channel Project consists of two parts: the Three Gorges Hub New Channel Project and the Gezhouba Navigation Capacity Expansion Project. At the feasibility study stage, the project's static total investment is approximately RMB 76.6 billion, and the total construction period is 100 months (excluding the 12-month preparatory period).

(1) Three Gorges Hub New Channel Project

The Three Gorges Hub New Channel Project is located on the north side of the existing Three Gorges Ship Lock of the Yangtze River Three Gorges Water Conservancy Hub Project. It adopts a dual-line continuous five-stage ship lock scheme, including the upstream approach channel, the downstream approach channel, and the main lock section, with a total route length of approximately 6,680 m. The upstream entrance is located near the Xin Taipingxi Town wharf, and the downstream outlet is located near Daxiangxi. Each line of the ship lock consists of 5 lock chambers and 6 lock heads, and the effective dimensions of each lock chamber are 280 m × 40 m × 8 m (length × width × minimum water depth over the sill). The waterway class of the project is Class I, the design navigable vessel tonnage is 10,000 DWT, and the project grade is Grade I.

(2) Gezhouba Navigation Capacity Expansion Project

The Gezhouba Navigation Capacity Expansion Project is located on the left side of the existing Gezhouba Water Conservancy Hub Project. It adopts the scheme of demolishing the existing No. 3 ship lock and building two new lines of ship locks, with effective lock chamber dimensions of 280 m × 40 m × 8 m (length × width × minimum water depth over the sill). The waterway class of the project is Class I, the design navigable vessel tonnage is 10,000 DWT, and the project grade is Grade I.

2.2 Bidding Scope

The project is divided into 1 bid section in total, and the bidding scope is:

Complete the survey and design work and other special work related to the preliminary design, tender design, and construction drawing design stages of the Three Gorges Waterway New Channel Project. This includes but is not limited to: completing engineering survey, preliminary design, tender design and construction drawing design, conventional scientific research tests, preparation of relevant special reports, and full-process on-site design representative services for project construction from the preliminary design stage to the completion acceptance stage; completing the construction of the first-order control network for construction surveying; completing the approval services for construction land use and forest land use; cooperating in the handling of relevant administrative requirements; and cooperating in project excellence creation and other work.
