On May 20, the Zhejiang Kaihua Reservoir constructed by Sinohydro Bureau 12 Co., Ltd. successfully passed the acceptance inspection for impoundment upon gate closure and was officially impounded.
From the 19th to the 20th, the expert panel of the acceptance committee organized by the Zhejiang Provincial Department of Water Resources inspected the project site, reviewed relevant materials, and listened to reports from the construction, design, execution, supervision, and quality inspection units involved. Based on the impoundment safety appraisal and project quality verification opinions, the panel unanimously concluded that the Kaihua Reservoir project's physical condition meets the impoundment requirements and passed the acceptance inspection for impoundment upon gate closure.
Since the start of the project, the project team has consistently upheld a craftsman's spirit of striving for excellence, overcoming multiple difficulties and challenges including complex geological conditions, high construction difficulty, and demanding technical requirements. During dam filling, a self-developed digital-intelligent construction integrated management platform was applied in all aspects. Through the "Digital Dam Real-time Monitoring System," a "smart brain" was installed on the dam, building an intelligent monitoring network covering the entire chain of "extraction—processing—transportation—filling—roller compaction—water replenishment—inspection," enabling single-screen supervision of the smart construction site. During face slab construction, self-developed VF anti-cracking agent specially for face slabs and basalt fiber new anti-cracking concrete material featuring "high ductility, high toughness, low shrinkage, and low elastic modulus" were used, successfully creating a "seamless" face slab. Watershed ecological restoration was incorporated into the reservoir construction tasks, innovating a trinity model of "ecological elevator + stock enhancement and release + green ladder," creating a new paradigm of "flood control and water supply + ecological restoration" at the source of the Qiantang River. Through a scientific "guidance—lifting—transport" process, fish schools are assisted in successfully migrating over the dam.
The Kaihua Reservoir project is located at the source of the Qiantang River. It is one of the 150 major water conservancy projects promoted by the state and a backbone project of the national water network. It primarily serves flood control, water supply, and improvement of the watershed ecological environment, while also incorporating comprehensive uses such as irrigation and power generation. The reservoir has a total storage capacity of 184 million cubic meters, an average annual water supply of 52 million cubic meters, and an irrigation area of 79,500 mu. It can guarantee domestic water for more than 90% of the county's residents and will end the history of residents in Kaihua urban area drawing drinking water from river channels.
Next, the project department will continue to carry out commissioning and finishing work, strengthen safety patrols in the reservoir area during impoundment, ensure the project operates safely, stably, and efficiently, and ensure the project fully delivers its benefits to the people of Kaihua.
