In 2025, the National Leading Group for Science Ethics and Academic Atmosphere Construction Outreach and Education will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, thoroughly implement the decisions and arrangements of the Second and Third Plenary Sessions of the 20th CPC Central Committee, closely follow the important instructions and requirements of General Secretary Xi Jinping on scientific and technological innovation and academic atmosphere construction, promote the spirit of scientists, expand the dimensions of outreach and education, deepen the construction of research integrity, strengthen outreach and education on science and technology ethics governance, strive to create an innovation environment that encourages exploration and tolerates failure, and comprehensively improve the level of academic ecosystem construction.

I. Uphold integrity and innovation, and enhance the effectiveness of outreacheffectiveness

1. Carry out 100 lectures on the spirit of scientists.Invite first-class scientists and outstanding engineers to enter campuses, institutes, enterprises, and parks, tell stories of scientific and technological innovation well, and encourage science and technology workers, young students, and others to perceive the power of the spirit of scientists from successful experience and cultivate an excellent academic atmosphere. 2. Outreach on fastening the "first button" of an academic career.For newly enrolled undergraduate and graduate students and newly hired research personnel, carry out special outreach on fastening the "first button" of an academic career, invite experts to interpret research integrity policies and regulations, analyze typical cases, and enhance the integrity awareness of research personnel. 3. Deepen implementation of the National Natural Science Foundation academic atmosphere construction action planand carry out publicity and education activities on research integrity, academic atmosphere construction, and ethics construction of the science fund through multiple channels and in multiple ways. 4. Carry out regular outreach on the spiritual pedigree of Chinese Communists.Guide universities to regularly carry out outreach on the spiritual pedigree of Chinese Communists, hold activities such as the "Meritorious Deeds Classroom" and "Science Popularization Master Class" on a regular basis, and integrate the spirit of scientists into course teaching and campus cultural activities. 5. II. Strengthen science and technology ethics education and improve the research integrity system

Strengthen full-process education on research integrity and science and technology ethics.Integrate research integrity and science and technology ethics education into every link of education and throughout the entire process of cultivating science and technology talent. Strengthen the foundation of research integrity and science and technology ethics education, scientifically set up general education courses on research integrity and science and technology ethics, emphasize case-based teaching, and compile high-standard textbooks suited to China's national conditions. 8. Strengthen science and technology ethics training for research personnel.Vigorously publicize the Measures for Science and Technology Ethics Review (Trial), widely carry out training and education, strengthen policy interpretation, and improve the science and technology ethics literacy of research personnel. 9. Promote the establishment of the China Society for Science and Technology Ethics.Conscientiously implement the Opinions on Strengthening Science and Technology Ethics Governance, promote the establishment of the China Society for Science and Technology Ethics, organize research on hot issues in science and technology ethics governance, study and formulate ethical norms, carry out science and technology ethics outreach and education, and strengthen international exchanges and cooperation. 10. Continue to promote self-discipline and self-purification actions of science and technology societies.Deepen the reform of science and technology societies, guide and support science and technology societies in actively formulating codes of conduct for research activities, providing integrity education guidance, and conducting theoretical research on research integrity in their respective fields, increase efforts to investigate and handle violations of research integrity and academic misconduct, and create a clean and upright research ecosystem. 11. Continue to strengthen outreach and education in the field of philosophy and social sciences.Give full play to the macro-guidance and overall coordination role of the Joint Conference on Research Integrity Construction in Philosophy and Social Sciences, organize research integrity conferences such as the National Forum on Ethics and Academic Atmosphere Construction in Philosophy and Social Sciences, and establish and improve a research integrity management system with clear responsibilities and efficient coordination. Advance the construction of a database of research integrity dishonesty, compile domestic and foreign research integrity institutional norms and related documents and typical cases of academic misconduct in the social sciences field, and release them publicly on a regular basis. III. Give play to the role of positions and build standards for the outreach system

12. Make good use of science scientist spirit education bases.Continue to give play to the leading and exemplary role of the Chinese Scientists Museum, hold a series of exhibitions on the spirit of scientists, strengthen research and interpretation of the contemporary value of the spirit of scientists, widely organize theatrical performances on the theme of the spirit of scientists, and guide research personnel to practice the spirit of scientists and the scientific spirit. 13. Strengthen the role of internet platforms.Advance the construction of the "China Research Integrity Network", release in real time policies, systems, successful experience, and case notifications related to research integrity and academic atmosphere construction, and create a clear research environment. Enrich and expand publicity channels, make full use of the online platforms of all member units, including the Voice of the China Association for Science and Technology, the National Smart Education Public Service Platform, and the Fengqi Xuelin themed community, and effectively expand the coverage and influence of positive publicity. 14. Build an outreach system for the spirit of Chinese scientists.Improve the Construction Standards for the Chinese Scientists Spirit Outreach Team, build the Chinese Scientists Spirit Outreach Team well, strengthen standardized guidance for various local outreach teams, regularly promote the spirit of scientists into campuses, institutes, enterprises, and parks, and achieve "full coverage, institutionalization, and emphasis on effectiveness". Support academicians and experts in joining the outreach team, highlight experts' strengths and experience, keep pace with the situation, base lectures on professional expertise, and highlight distinctive features, so as to build a high-quality, professional outreach expert team. Vigorously promote the "Two Bombs, One Satellite" spirit throughout society. Strengthen leadership, overall planning, and coordination.Attach great importance to science ethics and academic atmosphere construction outreach and education, effectively strengthen leadership, clarify tasks, refine division of labor, and advance solidly. All member units shall integrate existing resources, clarify task division, refine target responsibilities, and specify completion times. The China Association for Science and Technology shall establish a work communication system, summarize experience, identify problems, and make timely improvements.

16. Give play to the role of public opinion guidance.Strengthen cooperation with central media, open columns and special topics, use new media platforms such as Weibo, WeChat, and mobile clients, and increase positive guidance on science ethics and academic atmosphere construction. For research integrity incidents that attract widespread public attention, investigation and handling results should be announced promptly.
