On April 18, 2025, the review meeting for the China Association for Engineering Construction Standardization (CECS) standard "Technical Specification for Application of Coal-Based Solid Waste in Land Reclamation" (hereinafter referred to as the "Specification"), jointly developed under the leadership of the Institute of Rock and Soil Mechanics, Chinese Academy of Sciences, and Jianyan Foundation Engineering Co., Ltd., was successfully held in Ordos, Inner Mongolia.

    The meeting established a review expert group headed by Professor Hu Zhenqi of China University of Mining and Technology as the group leader, and Researcher Zhang Yan, Deputy Director of the Foundation Engineering Professional Committee of the China Association for Engineering Construction Standardization, as the deputy group leader. On behalf of the drafting group, Researcher Bai Bing reported on the drafting process, chapter arrangement, drafting approach, main contents, and solicitation of comments for the Specification. The review expert group carefully listened to the report of the drafting group, reviewed the contents of the Specification chapter by chapter and article by article, conducted in-depth discussions on certain provisions, and provided specific revision suggestions. Finally, the expert group unanimously agreed that the Specification passed the review. During the drafting of the Specification, the drafting group conducted extensive research, referred to relevant domestic and international materials, and summarized practical experience and research results in the field of coal-based solid waste artificial soil and natural soil in China. On this basis, the technical contents of the Specification are reasonable, and it innovatively proposes the preparation of artificial soil from coal-based solid waste such as coal gangue, material selection and artificial soil design, as well as preparation and inspection requirements. The Specification is of guiding significance for the utilization of artificial soil made from coal-based solid waste.
