On March 27, the Krosno Reservoir Project in Poland undertaken by PowerChina Municipal Corporation received the Performance Certificate issued by the Engineer, having successfully completed all tests and fulfilled all contractual obligations. The project was completed in April 2023 and successfully withstood Poland's once-in-a-century flood in September 2024, playing a major role in flood control and flood season safety.
The project is located in Lower Silesian Voivodeship, Poland. The owner is the Water Management Authority of the Wrocław Region, Poland, and the funding source is the World Bank. The designed storage capacity is 1.9 million cubic meters. The main construction content includes one rolled earth-fill dam, with a main dam length of 452 meters and a maximum fill height of 14 meters. The main structures include a flood gate, spillway, grit chamber, drainage culvert, and office building. Through sound performance and contract management, the project department achieved remarkable results in secondary marketing, signing a total of four supplementary agreements with the owner.
The project commenced on September 4, 2018. The project department overcame the impacts of design changes, long regional rainfall cycles, and the Russia-Ukraine war. Rather than waiting and relying on others, they took proactive action and, through improvements in construction technology, completed the main dam filling work one month ahead of schedule. Affected by design conflicts in the power and control system engineering, design defects in the dam road, and the unfavorable climate of heavy rain and snow in winter, the project department promptly adjusted internal resources and, through measures such as extending working hours and working overtime on holidays, completed the on-site work within the stipulated contract period.
During project execution, PowerChina Municipal Corporation aimed to build a world-class project, strictly controlled project quality, and established quality management standards. To meet local environmental protection requirements in Poland, the project hired a professional environmental assessment company to conduct real-time monitoring of the on-site environment, produce environmental assessment reports, and submit them monthly to the supervising engineer. At the same time, the project fully leveraged its management platform to actively participate in local public welfare undertakings, fulfill social responsibilities, and demonstrate project commitment, such as organizing employees to carry out continuous charitable donation activities for local orphans and conducting special safety education and training at local primary schools.
The receipt of the Performance Certificate issued by the Engineer this time, along with the project's successful resistance to Poland's "once-in-a-century flood" in mid-September last year, once again verified the high-quality construction of the project and received widespread praise from the owner, local government departments, and residents. Next, on this basis, PowerChina Municipal Corporation will carry out the closing-out of other remaining works, ensuring that all items that should be closed out are closed out, improving project operating returns, and safeguarding the company's brand image in Poland's water conservancy construction market.
