The Party Committee of the Technical Service Company firmly grasped the Party committee's role of "guiding, managing, and guaranteeing," and vigorously promoted the demonstration and driving role of the "Pioneer Project." The setting of Party branches and administrative bodies coordinated with, supported, and complemented each other, achieving "grasping both aspects, being strong in both, and promoting both," and ensuring Party building's safeguarding role for production and operation. Party branch secretaries took solving practical problems as a breakthrough point, closely focused on business matters such as production progress, quality, safety, and civilized construction, relied on forms such as themed Party day activities and special Party lectures, solidly carried out study and discussion of various professional knowledge, and used new thinking to study the pain points and difficulties in the construction process, effectively promoting breakthrough development in businesses such as shield machine leasing, maintenance, and renovation. In 2024, 27 leased equipment units were managed and served, and maintenance and renovation work was completed cumulatively for 26 sets of various types of equipment products such as TBMs, vertical shafts, and pipe jacking machines. Sixteen equipment units completed launching and breakthrough, and 13 equipment units broke monthly advance records, continuously improving project performance capability.

The Party Committee of the Technical Service Company carried out in depth the "Three Peaks Party Building+" quality improvement themed Party day activity. By standardizing quality management processes, improving quality management standards, and enhancing quality awareness among all employees, it issued the "Measures for Classified and Graded Management of Product Quality Risks," achieving full coverage of quality management across all business links from maintenance and renovation and engineering construction to after-sales service, and building a full-process quality management system. In addition, through the regular collection and review of rationalization proposals, excellent rationalization proposals were rewarded and posted, mobilizing the enthusiasm of the broad workforce to participate in quality improvement, creating a good atmosphere of proactively discovering problems and thinking about solving them, and achieving product optimization and structural upgrading.

Focusing on key and difficult projects, the Party Committee of the Technical Service Company widely established Party member "assault teams and responsibility areas." The Zhengzhou base established multiple Party member assault teams, assigned responsibilities to individuals, and strictly controlled production quality. Projects such as China Railway No. 725 successfully passed acceptance and received banners and letters of praise from multiple owner units such as Zhejiang Geological and Mineral Exploration. The Chongqing Tiangongdian pipe jacking construction project clarified Party member responsibility areas and focused on strengthening safety control for existing lines. The overall project duration was shortened by half compared with manual excavation, and 60% of auxiliary labor was saved, achieving the world's first successful tunnel breakthrough by a hard rock rectangular shield pipe jacking machine.

Within 2024, each branch successively carried out paired co-building work with five Party organizations, including the Third Party Branch of the Tunneling Machine Institute of the Technology Center and the Party Branch of the Engineering Survey Institute of the Fujian Hydropower Survey and Design Institute. A joint Party member assault team was established with China Shipbuilding Industry Corporation No. 701 Institute to strengthen collaborative innovation capability, and a series of innovative products were developed, including a guidance system without station relocation, a guidance system for caisson boring machines, and a guidance system for vertical shaft boring machines, safeguarding guidance systems for nine overseas shield machines and achieving the strategic goal of going global.
