In order to fully implement the spirit of the Group Company's conference on the deployment of safety production work for resuming work and production, and to ensure a good start for all work in 2025, on February 6, Henan Engineering Company (hereinafter referred to as "the Company") held the "first meeting after the holiday" Safety Committee meeting and the safety production work meeting for resuming work and production. Liu Changlong, Secretary of the Party Committee and Chairman of the Company, personally led a team to the front line to carry out safety inspections for resuming work and production, effectively ensuring that "no resumption of work without safety."

　　This meeting fully conveyed the spirit of the Group Company's conference on the deployment of safety work for resuming work and production, and emphasized the "five musts" for doing a good job in safety work for resuming work and production after the holiday, namely: a safety meeting for resuming work and production must be held, key personnel must be organized to report for duty and be reviewed, safety production education and training must be organized, a comprehensive safety technical briefing must be implemented, and self-inspection of hidden dangers for resuming work and production must be carried out. The meeting required all secondary units to strictly implement the Group Company's three management systems, including the implementation rules of "whoever manages production must manage safety, and no production without safety," and the deployment requirements in seven aspects in total, to carry out high-quality safety supervision and inspection after the Spring Festival, to advance full-coverage review and verification of safety conditions, to further improve the quality and effectiveness of safety education and training, and to focus on strengthening safety risk control in key areas and key links, so as to lay a solid foundation for fighting and winning the tough battle in the final year of the "14th Five-Year Plan."

　　Liu Changlong put forward requirements for ensuring safety production during the resumption of work and production. First, strengthen organizational leadership for resuming work and production, strictly implement safety production responsibilities at all levels, give full play to the role of the "four responsibility systems" for safety production, and promote the implementation of various safety production measures. Second, do a good job in preventing and responding to safety risks, strengthen law-abiding and compliant project construction and subcontracting safety management, do a good job in the management of hazardous and major projects, strengthen safety control of "small, scattered, remote, and outlying" projects, and resolutely ensure that "no resumption of work without safety, and no commencement of work without safety." Third, do a good job in safety inspection and supervision for resuming work and production after the holiday, and ensure the "six in place" of personnel preparation, post-holiday "refocusing," technical plans, hidden danger rectification, education and training, and safety conditions. Fourth, strengthen supervision and inspection of high-risk operation links such as thermal power construction and wind power hoisting and of "small and remote" projects, adhere to "all work reaching the work teams," and strictly implement all safety production systems and standards. Fifth, implement the "three concessions" requirements in thought and action, run the "five ones" concept through the entire project performance process, set an example for central enterprises, and display a good image.

　　After the meeting, Liu Changlong immediately led a team to the Zhengzhou (Western) Environmental Protection Energy Project to carry out safety inspections for resuming work and production. During this period, the inspection team conducted on-site inspections of the development of work such as on-site mechanical equipment, safety protection facilities and warning signs, scaffolding, temporary electricity use, fire-fighting facilities, and hot work operations, reviewed and verified the project team's sorting work, and issued rectification opinions regarding the problems found, requiring the project department to rectify immediately and ensure resumption of work.

　　Next, the Company will strictly follow the Group Company's safety work deployment for resuming work and production, thoroughly implement the main responsibility for safety production, build a normalized safety inspection mechanism, investigate and eliminate hidden safety dangers with full coverage and no blind spots, accelerate the full resumption of work and production of ongoing projects at home and abroad, and continuously open up a new situation in which high-quality performance promotes high-quality development.
