In the meeting room, a special "report card" became the focus of discussion.
On February 5, the first working day after the Spring Festival holiday, the first meeting of the Hunan Provincial Department of Water Resources—the work coordination meeting—was held as scheduled.
This coordination meeting is an innovative measure in the Department's work for 2025. The meeting is named "coordination" (碰头, literally "touching heads") to ensure, through monthly exchanges and brainstorming, a working rhythm of "ensuring the month by each ten-day period, the quarter by each month, and the year by each quarter."
So, what was laid out at this first meeting of the new year?
100% completion rate for January's key tasks
This is the second monthly work coordination meeting held by the Hunan Provincial Department of Water Resources, exactly 30 days after the first.
The core task of this meeting was to summarize work progress in January, deploy key tasks for February, and ensure the smooth achievement of the year's work goals.
For this meeting, the Department Office collected and compiled in advance the January work completion status and February work plans of all departments (units), and carried out list-based management. The name, responsible Department leader, lead department, completion deadline, and completion status of each key task were listed in detail.
Zhu Dongtie, Party Secretary and Director of the Hunan Provincial Department of Water Resources, said at the meeting, "In January just past, everyone focused on the goal of opening a new chapter and planning a new blueprint, and acted swiftly and pragmatically in a state of 'the start is the decisive battle, the first step is the sprint,' achieving very good results."
How good exactly are the results? According to the list, a total of 32 key tasks were deployed in January, of which 19 were completed in January, 3 will be completed in February, 4 are planned for completion in the first quarter, and 6 need to be completed before the end of 2025.
As of now, all work is proceeding according to schedule, and the completion rate of the 19 key tasks due in January has reached 100%.
On January 23, the Hunan Provincial Department of Water Resources issued the "Notice on Earnestly Doing a Good Job in Safe Flood Season Work for 2025" (Document No. 1 of 2025), and immediately afterward, on January 24, the Department Office issued the "Notice on Carrying Out the 2025 Flood Preparedness Inspection Work." The issuance of these two documents laid a solid foundation for the year's flood control work.
In January, Hunan's water conservancy reform also achieved new breakthroughs. On January 8, Hunan's first soil and water conservation carbon sink transaction was successfully signed in Cili County, with a transaction value of 2.24 million yuan, currently ranking fourth nationwide in soil and water conservation carbon sink transactions.
In addition, Mayang County's "exploring the path to 'monetizing' water ecological products" was selected as one of the Top Ten National Grassroots Water Governance Experiences of 2024. The dam-top highway bridge of the Quanmutang Reservoir hub project was completed and opened to traffic, marking the successful completion of the entire hub project.
February to focus on the "Four Key Areas"
The meeting officially began at 3 p.m. and ended at 4:30 p.m., with the entire coordination meeting compact and efficient.
In his concluding remarks, Zhu Dongtie emphasized, "The series of important meetings we organized and held in January made comprehensive arrangements and deployments for doing a good job in water conservancy work this year. February is a month for studying and planning in light of actual conditions and for vigorously implementing."
According to the work priorities, in February the Department's work not only made clear deployments regarding the "Four Key Areas" (important meetings, important activities, important documents, and important agenda items), but also comprehensively reviewed and coordinated current work and made key arrangements.
For example, in alignment with the Provincial Two Sessions, the Sixth Plenary Session of the Provincial Government, and the National Water Conservancy Work Conference, each task must be broken down into specific projects, specific work, and specific milestones, with operations mapped out and progress pushed forward in overlapping phases;
for example, doing a good job in the 2025 flood preparedness inspection work, mobilizing the province's water conservancy system to step up various flood preparedness efforts such as projects under construction, restoration of flood-damaged projects, closure and restoration of levee breaches at Chaotiankou, and implementation of the responsibility system, so as to firmly secure the foundation for safe flood season;
for example, doing a good job in preventing and responding to low-temperature, rain, snow, and freezing disasters, ensuring rural drinking water supply, and strengthening patrol inspection and maintenance of water conservancy projects such as reservoirs, levees, and sluice gates;
for example, coordinating water conservancy planning, project construction, reform and innovation, and various other tasks...
At the coordination meeting, members of the Department's Party Leadership Group also offered their opinions on work in their respective areas of responsibility.
After the meeting ended, participants walked out of the venue with brisk steps and high spirits. Everyone now has clearer goals and direction.
