On January 24, Man Shengang, Party Secretary and Chairman of Shandong Heavy Industry Group, chaired a meeting of the Party Committee. The meeting earnestly studied the spirit of General Secretary Xi Jinping's important speech at the meeting of the Political Bureau of the CPC Central Committee on January 20, his important article "Several Major Theoretical and Practical Issues in Further Comprehensively Deepening Reform" published in the Qiushi journal, and his important expositions on inspection work. It conveyed the spirit of speeches by Provincial Party Secretary Lin Wu and other provincial leaders concerning the sixth round of inspection by the 12th Provincial Party Committee, reported the main problems found by the seventh inspection team of the Provincial Party Committee during its inspection of the Party Committee of Shandong Heavy Industry Group, deliberated on the establishment of a leading group for inspection rectification, and studied and arranged the next steps for inspection rectification work.

The meeting emphasized the need to earnestly study and implement General Secretary Xi Jinping's important speeches and instructions, to deeply grasp the supreme political principle of "upholding the centralized and unified leadership of the Party Central Committee," to further tighten and consolidate the chain of responsibility for full and rigorous Party self-governance, and to translate firm support for the "Two Establishments" and resolute fulfillment of the "Two Upholds" into concrete actions. It is necessary to deeply understand the major strategic deployments of the Party Central Committee, keep in mind the "top priorities of the nation" and the "major plans of the province," actively integrate into the national strategy for ecological protection and high-quality development of the Yellow River Basin, and fully leverage the Group's advantages in industrial layout, chain-leader guidance, and scientific and technological innovation to help promote the green transformation of development modes in the Yellow River Basin. The "key move" of reform must be used fully, accurately, flexibly, and effectively, adhering to upholding integrity and innovation, combining destruction with construction, and advancing systematically, concentrating efforts on deepening reforms in the Group's management and control system, talent team building, scientific and technological innovation mechanisms, and industrial integration and optimization, striving to solve institutional and mechanistic problems that constrain development, and injecting strong momentum into higher-quality development.

The meeting pointed out the need to earnestly study and understand General Secretary Xi Jinping's important expositions on inspection work, strictly follow the requirements of the Provincial Party Committee and the feedback opinions of the inspection team, and with a high degree of political consciousness, a strong sense of responsibility, and firm practical action, make every effort to carry out rectification and implementation. It is necessary to strengthen organizational leadership and tighten the chain of responsibility. The Party Secretary must earnestly shoulder the responsibility as the first person responsible for rectification, while other team members must strictly implement "one post, two responsibilities," clarify division of labor, link upper and lower levels, collaborate efficiently, and advance in a coordinated manner to quickly form a synergy for rectification. It is necessary to establish a rectification ledger and implement a write-off management system, form "three lists" of problems, tasks, and responsibilities, improve the full-chain management mechanism covering problem rectification, process advancement, supervision and inspection, and effectiveness evaluation, and ensure real results and practical outcomes. It is necessary to highlight normalization and long-term effectiveness, deepen efforts to address both symptoms and root causes, take comprehensive measures in rectification, draw inferences from one case to rectify others, and establish rules and institutions to rectify, continuously amplify the effects of rectification, and transform the results of inspection rectification into actual achievements in high-quality development.

The meeting also studied matters related to deepening reform, finance, and investment, and made arrangements for recent work including workplace safety, maintaining harmony and stability, and visiting and comforting employees.
