On January 19, the CRCC Heavy Industry 2025 Party Building Work Conference, the 2025 Work Conference and the Second Session of the First Employee Representative Congress were held in Changsha, Hunan. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting thoroughly implemented the spirit of the 20th National Congress of the CPC, the Second and Third Plenary Sessions of the 20th CPC Central Committee, and the arrangements of the Central Economic Work Conference, deepened the implementation of the spirit of General Secretary Xi Jinping's important instruction of "2·26", and fully implemented the spirit of the meeting of central enterprise leaders, the CRCC work conference and employee representative congress, and other related meetings. It summarized the work in 2024, analyzed and assessed the situation, deployed various tasks for 2025, and mobilized all employees to unite and forge ahead, maintain strategic resolve, firmly implement the medium- and long-term development strategy of "One Fixed, Five New, Six Transformations, Six Highs", and strive to promote the steady and sustained high-quality development of CRCC Heavy Industry.

The meeting noted that in 2024, under the strong leadership of the CPC Central Committee, the State-owned Assets Supervision and Administration Commission of the State Council, CRCC, and the Party Committee of CRCC Heavy Industry, CRCC Heavy Industry carried out Party discipline study and education in depth, vigorously advanced internal deepening reform, and focused on realizing the beautiful blueprint of "One Fixed, Five New, Six Transformations, Six Highs". It responded calmly and acted proactively, with overall business indicators stable; it guided by circumstances and moved toward the new, with scientific and technological leadership breaking through against the odds; it coordinated comprehensively and dispatched scientifically, with production and supply support refined to excellence; it surpassed itself and bravely pioneered the first class, with comprehensive development advancing day by day. It delivered an excellent answer sheet of meeting difficulties head-on and acting proactively.

The meeting held that this year is an important year for fully implementing the spirit of the 20th National Congress of the CPC and the Third Plenary Session of the 20th CPC Central Committee, and also a year for the implementation of the system of last-place adjustment and incompetence exit generally promoted by central and state-owned enterprises. The meeting emphasized the need to focus on Party building leadership and practice the "Two Upholds" with a spirit of loyalty. It is necessary to demonstrate greater confidence in absolute loyalty to the Party and give play to the leading and safeguarding role of high-quality Party building. It is necessary to achieve stronger breakthroughs in building strong organizational fortresses, give play to the role of the Party committee in "setting direction, managing the overall situation, and ensuring implementation", and make every effort to build Party building brands and highlight projects. It is necessary to take more practical measures in cultivating cadres and talent, make greater efforts to cultivate "three-haves cadres", advance the building of the "four teams", and build a capable talent team that dares to act and is good at achieving results. It is necessary to reflect stricter standards in deepening anti-corruption and advocating integrity, and persist in governing the Party with a spirit of reform and strict standards. It is necessary to spread a brighter voice in building the national calling card, accelerate brand internationalization, make communication more precise, promote a high-end image, tell the story of brand development well, and polish the calling card of major national equipment. The meeting required grasping four key tasks well: First, focus on development source momentum and accelerate transformation and upgrading with a spirit of responsibility. Strengthen, optimize, and expand overseas business, accelerate the implementation and effectiveness of reform tasks, and be a vanguard of digital and intelligent transformation. Second, focus on new quality productive forces and forge major national equipment with an innovative spirit. Continue to innovate scientific research mechanisms, improve quality and advance strategic emerging industries together, and promote the transformation and application of achievements. Third, focus on value creativity and advance quality and efficiency improvement with a spirit of practical work. Steadily advance high-quality operations, deepen the integration of business and finance, and improve the effectiveness of refined management. Fourth, focus on risk control and strengthen internal control defenses with a professional spirit. Improve the long-term mechanism for risk prevention and control, strengthen risk prevention and control in key areas, comprehensively improve the effectiveness of "three funds" control and inventory reduction, rely on the cloud risk control monitoring center, improve the collection of information through five channels, establish a correct view of political performance, resolutely crack down on "five falsifications", improve the operating mechanism of "greater supervision", and put political supervision first.

Delegations hold group discussions

During the meeting, all participants held group discussions, reviewed and approved relevant reports and resolutions; negotiated and signed the 2025 Collective Contract, the Special Collective Contract on Wages, and the Special Collective Contract on the Protection of the Rights and Interests of Female Employees; conducted democratic evaluation of members of the CRCC Heavy Industry leadership team; and organized and carried out comprehensive assessment and evaluation of the leadership team and leaders for their term of office (2022-2024), the "one report and two evaluations" for cadre selection and appointment, and the satisfaction evaluation of the Party building work responsibility system assessment, among other work meetings.

The meeting was held in the form of a main venue and video sub-venues. There were 120 formal delegates due to attend, and 114 actually attended, meeting the statutory number.
