On January 9, 2025, the European Commission issued a notice announcing its final anti-dumping determination on mobile access equipment originating in China, ruling that anti-dumping duties of 20.6% to 54.9% be imposed on the products involved.

The anti-dumping duties imposed on the products involved in this final determination of the European Commission differ from the provisional rates in the preliminary determination, as detailed below:

ForTerex, the final anti-dumping duty rateincreased by 8.6 percentage points, from 14.3% to 22.9%;

for the other companies, the final anti-dumping duty rates all decreased to varying degrees:

ForSinoboom, the final anti-dumping duty ratewas lowered by 6 percentage points, from 55.3% to 49.3%;

forZhejiang Dingli, the final anti-dumping duty ratewas lowered by 10.7 percentage points, from 31.3% to 20.6%;

forJLG, the final anti-dumping duty ratewas lowered by 1.1 percentage points, from 23.6% to 22.5%;

The final anti-dumping duty imposed on cooperating companies that cooperated with the investigationrose from 28% to 30.1%;

the final anti-dumping duty imposed on companies that did not cooperate with the investigationwas lowered from 55.3% to 54.9%.

The products involved in this case fall under EU CN (Combined Nomenclature) codes ex 8427 10 10, ex 8427 20 19, ex 8428 90 90, ex 8431 20 00 and ex 8431 39 00 (TARIC codes: 8427 10 10 10, 8427 20 19 10, 8428 90 90 20, 8431 20 00 60 and 8431 39 00 10).

Note: The European Commission initiated an anti-dumping investigation on November 13, 2023 into mobile access equipment originating in China. The provisional anti-dumping duties issued mainly target mobile elevating work platforms with a maximum height of 6 meters or above and pre-assembled components, excluding separate components and lifting equipment mounted on vehicles.
