As winter arrives and temperatures drop, demand for electricity and heating continues to grow. Companies in the power and energy sector under the State Development & Investment Corporation (SDIC) are making every effort to fulfill energy supply guarantee tasks and ensure the safe and stable supply of power and energy.

Careful deployment: leveraging the role of thermal power generation as the "main force" of winter heating supply

Thermal power generation is the mainstay of winter electricity and heat supply. SDIC's thermal power enterprises are taking the "proactive approach" through scientific coordination and advance planning.

SDIC Beijiang Power Plant makes every effort to ensure the operation of heating equipment

As an important source of electricity and heating in the Tianjin area, SDIC Beijiang organized all departments in advance to formulate detailed pressure test plans, clarifying test procedures, safety measures, and emergency response plans, promptly identifying and addressing potential hazards, and monitoring key data such as supply and return water pressure and make-up water volume in real time. At present, the external heating network system has been fully put into operation.

SDIC Qinzhou Power Plant

Guangxi's largest thermal power plant, SDIC Qinzhou Power Plant, launched a special campaign for low-temperature antifreeze and power supply guarantee, closely monitoring weather conditions, adjusting unit operating conditions in a timely manner, and strictly implementing antifreeze technical measures to ensure the safe and stable supply of electricity and heat.

Making every effort to guarantee coal procurement and supply

Fujian Province's two important power supply support points—Putian Meizhouwan Power Plant and Xiamen Huaxia Power Songyu Power Plant—are making every effort to ensure power supply for this winter and next spring, and to manage coal procurement and coal yard stockpile safety. Since December, Huaxia Power has maintained an average daily winter coal reserve of 200,000 tons, solidifying its "grain ration" guarantee; Meizhouwan Power has combined hazard identification and governance with anti-violation efforts and the safety inspection for winter peak demand, keeping units in optimal operating condition and giving full play to the "peak-shaving" function of thermal power.

SDIC Panjiang Power Plant in Guizhou Province uses internationally leading large-proportion coal slime blending combustion technology in circulating fluidized beds to turn coal slime and coal gangue from waste into power generation fuel. To ensure winter coal slime blending, SDIC Panjiang Power Plant independently developed a high-frequency oscillating coal slime screening machine, improving the stability of the slurry preparation system and avoiding shutdowns of the paste pump due to low material levels. Comprehensive estimates indicate that this innovation can blend an additional 180,000 tons of coal slime per year, ensuring stable winter power supply while increasing the economic value of blending. The estimated benefit of coal slime blending is 60 yuan per ton, with blending economic benefits of 10.8 million yuan; this innovation can generate annual economic benefits of 12.194 million yuan for the plant.

Joint efforts: leveraging the role of clean energy as a "new force"

SDIC Yalong River Company continues to ensure power production safety in the basin. The integrated hydro-wind-solar base in the Yalong River basin has a generating capacity of nearly 21 million kilowatts, and the Lianghekou Reservoir on the Yalong River, Sichuan Province's largest reservoir, was filled to capacity for the first time in late October. The Yalong River basin contains the three largest reservoirs in Sichuan Province, with currently adjustable water volume of 13.3 billion cubic meters and cascade joint-operation energy storage of approximately 26.2 billion kilowatt-hours. By leveraging the advantages of joint dispatch along "one river," it can provide strong support for winter peak demand.

The Yalong River has seven large hydropower stations and multiple wind and solar renewable energy stations in operation, and duty personnel are carrying out equipment inspections in a solid manner to ensure the safe and stable operation of unit equipment. Duty personnel at the Yalong River basin centralized control center are on high alert, working 24-hour shifts, strengthening emergency management and risk monitoring and early warning, continuing to provide basin meteorological and hydrological forecasts, and conducting joint optimal dispatch and dynamic optimized maintenance in the basin to meet power supply guarantee needs to the greatest extent.
