On December 23, China Railway Construction Corporation (CRCC) held a Science and Technology Innovation Conference in Beijing. The conference aimed to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions and directives and the spirit of the Third Plenary Session of the 20th CPC Central Committee, implement the decisions and arrangements of the National Science and Technology Conference and the SASAC Central Enterprise Science and Technology Innovation Conference, summarize the company's achievements in science and technology innovation over the past seven years, analyze the situation, identify shortcomings, study and deploy next-step work, accelerate CRCC's achievement of high-level scientific and technological self-reliance and self-strengthening, strive to open up new prospects for science and technology innovation work, and provide strong support for accelerating the building of a world-class modern enterprise. The conference held that over the past seven years, the company has consistently taken science and technology innovation as the primary driving force leading development. The science and technology innovation project has achieved outstanding results, important breakthroughs have been made in key core technologies, the science and technology innovation system has become increasingly complete, various special innovation initiatives have been advanced to high standards, the capacity for tackling key scientific and technological challenges has reached a new level, the transformation of scientific and technological achievements has begun to show results, the number of patents and standards has increased significantly, the scientific and technological talent team has steadily grown, and science and technology innovation work has generally achieved good results.

The conference emphasized that science and technology innovation is not only a development issue but also a survival issue. It is necessary to further recognize the extreme importance of science and technology innovation and to deeply understand that grasping science and technology innovation well concerns the overall national strategic situation and the future and destiny of the enterprise. It is our unshirkable political responsibility and historical mission, and an urgent need for us to break through difficulties and achieve high-quality development. We must effectively enhance our sense of crisis and urgency, truly place innovation in a more prominent position, and make science and technology innovation this "core variable" become the "greatest increment" driving the company's high-quality development. It is necessary to further grasp the goals and direction of science and technology innovation. We should optimize innovation resources, strengthen headquarters coordination, clarify the responsibilities and positioning of various entities such as the General Research Institute, industrial technology research institutes, N open joint R&D platforms, the strategic emerging industries working group, and the two major international economic cooperation platforms, so that they can quickly play their effectiveness and take the lead and set an example in promoting high-level scientific and technological self-reliance and self-strengthening; lay out the innovation chain around the industrial chain, lead the transformation and upgrading of traditional industries, cultivate and strengthen strategic emerging industries and future industries, and take the lead and set an example in building a modern industrial system; apply and develop artificial intelligence, improve production efficiency, build a modern supply chain management system, improve the efficiency of resource allocation, establish a full-level penetrating management and control system, improve management efficiency, clarify the direction of digital development, strengthen the building of Digital CRCC, and take the lead and set an example in developing new quality productive forces. The conference identified seven key tasks for the next five years: First, accelerate the building of a science and technology innovation system and give play to the effectiveness of innovation-driven development. Second, strengthen organized scientific research and activate the driving force for leading development. Third, increase efforts to tackle key core technologies and enhance original innovation capacity. Fourth, accelerate the transformation and application of scientific and technological achievements and unleash the potential of science and technology innovation. Fifth, strengthen the protection and application of intellectual property and build a synergy of technological advantages. Sixth, attach importance to building the scientific and technological talent team and cultivate high-end intellectual resources for the enterprise. Seventh, do a good job in cultural development and academic society exchanges and stimulate the vitality of innovation and creativity.

The conference required that we improve our position and highlight political guidance, deepen reform and activate the momentum of innovation, focus on key points and vigorously implement tasks, forge ahead and work diligently, accelerate the shaping of industrial competitive advantages, and lead the development of new quality productive forces with science and technology innovation.

At the conference, Dai Hegen unveiled the CRCC General Institute of Science and Technology Research and required the General Research Institute to truly shoulder its responsibilities and fully play its role, becoming a world-class science and technology research institute with distinctive industry characteristics, flexible operating mechanisms, strong scientific research strength, and abundant scientific and technological achievements, and the most growth-oriented and competitive, providing an engine and support for CRCC's high-quality development.
Huang Changfu, Member of the Standing Committee of the CRCC Party Committee and Vice President, delivered the CRCC science and technology innovation work report; Chen Zhiming, Member of the Standing Committee of the CRCC Party Committee and Vice President, presided over the conference.

Three units including China Railway 11th Bureau Group, China Railway Fourth Survey and Design Institute Group, and CRCC Heavy Industry delivered experience-sharing speeches at the conference, and another nine units made written exchanges; participants also watched a short video on strategic emerging industries.
