As the largest single infrastructure project in Hunan Province in terms of investment scale, the T3 Terminal of the Changsha Airport Expansion and Renovation Project has now achieved the capping of the main steel grid structure. The full-lifecycle digital technologies applied in this project integrate BIM models, 720° panoramic models, oblique photogrammetry models, and GIS models, achieving the fusion and interconnection of multiple models and pushing intelligent construction and full-lifecycle digital management of engineering construction projects to a new stage.
The tide of Digital China construction surges, and the east wind of smart city development blows strong. In November 2023, Changsha was selected as a pilot city for the national reform of full-lifecycle digital management of engineering construction projects, and a digital "seed" took root on this hot land of construction in the Star City. Over the past year, Changsha, with a pioneering spirit and closely following the pulse of the times, has made every effort to advance various reform tasks, setting off a digital "storm" in the engineering construction field. The building of "Digital Housing and Urban-Rural Development" has borne abundant fruit, and a replicable and promotable "Changsha Model" is gradually emerging.
Efficient Collaboration, Convenience for the Public and Enterprises, Public Voices Turned into Applause
In the past, the application and approval process for engineering construction projects was cumbersome. Enterprises had to shuttle among multiple departments and submit large amounts of paper materials, resulting in long approval times and high costs in manpower and resources. According to the notice issued by the General Office of the Ministry of Housing and Urban-Rural Development, cities selected for this reform pilot must focus on advancing full-process digital application and approval, including improving the functions of the engineering construction project approval management system and promoting the standardization of application forms and materials for engineering construction project approval matters.
Today, Changsha has done a good job of both "subtraction" and "addition," creating an upgraded version of the "one matter" joint application for water, electricity, gas, and network services. By coordinating with the early results and existing advantages of the reform of the engineering construction project approval system, and through measures such as deepening integrated acceptance, strengthening departmental coordination, and optimizing parallel approval, it has further improved the quality and efficiency of municipal public services such as water, electricity, gas, and network use for engineering construction projects.
A relevant person in charge of the Municipal Housing and Urban-Rural Development Bureau introduced that enterprises now only need to submit one application through the engineering construction approval platform to enjoy convenient services including multi-department joint review, full online processing, one-form application, synchronized site survey, parallel approval, and synchronized certificate issuance. In addition, a specially established agency service team answers enterprises' questions and guides them through the process, greatly reducing enterprises' time and costs and winning praise from the public and enterprises.
Moreover, in response to the previous shortcomings in the regulatory plan stage, such as excessive frequency of soliciting opinions, long feedback times, and overly broad scope of solicitation, Changsha has identified 27 functional departments involved in parallel opinion solicitation at the regulatory plan stage and, adhering to the principle of "no solicitation without basis, no solicitation unless necessary," streamlined the opinion solicitation process. Relevant functional departments solicit and feed back opinions synchronously online through the Changsha Collaborative Office Platform. The feedback deadline for soliciting opinions on regulatory plan formulation (revision) has been adjusted to 15 working days, and the feedback deadline for soliciting opinions on regulatory plan modification (local technical correction of regulatory plans) has been adjusted to 7 working days. Failure to provide feedback within the deadline is deemed to mean no opinion, and the process proceeds according to procedures.
To further speed up approval, Changsha has also introduced measures such as the "land use list system" and joint planning review, saving a large amount of time in application and approval and compressing the joint review of plans to within 5 working days, helping real estate projects achieve "no more than 180 days from land acquisition to pre-sale."
Full-Process Control, Diversified Integration, "One Code Across the Whole Chain" Safeguarding the City
In the process of deeply advancing the pilot reform of full-lifecycle digital management of engineering construction projects, "establishing a coding and mapping mechanism for individual buildings" is a "required action" specified by the Ministry of Housing and Urban-Rural Development. Since last year, Changsha has actively explored and built a "one code across the whole chain" mechanism for full-lifecycle management of housing and buildings and promoted the application of the "individual housing and building code."
The individual housing and building code is like the "ID card" of a building, gathering all digital information throughout the full lifecycle of a housing and building, from design to approval, construction, transaction, use, maintenance, and demolition. It uses a floor-by-floor and unit-by-unit BIM model to associate real estate registration business information, enabling individual buildings to be mapped in the whole-process drawing management system to generate an "individual building code" for handling real estate registration.
A relevant responsible person of the Municipal Housing and Urban-Rural Development Bureau introduced that Changsha is currently actively advancing the development and integration of the housing and building coding, code use, and mapping system. System development has now entered the testing and trial operation stage. Subsequently, it will connect with provincial department, municipal-level, and municipal bureau systems, expand and enrich building coding and code use scenarios, and place individual buildings under precise control from "birth" to "demise."
As of the end of November, in accordance with the already formulated "Implementation Rules for Housing and Building Coding and Code Use in Changsha," Changsha has completed the development and construction of the housing and building code management subsystem and the development of the full-lifecycle management system, and has cumulatively completed code assignment and mapping for individual buildings in 14 projects.
Today, this mechanism is also closely coordinated with the work of "cracking down on illegal activities and addressing violations." Relying on the code mapping mechanism, the Changsha Engineering Approval Management System monitors key approval stages and completion acceptance of pilot projects in real time. Once projects suspected of construction without approval or use without completion acceptance are discovered, early warnings are immediately pushed to the comprehensive law enforcement system of housing and urban-rural development, enabling linkage between early warning, inspection, and law enforcement and building a solid defense line for standardizing the order of the construction market.
Innovation in digital management models is also flourishing in many areas of Changsha. For example, the Changsha Urban Lifeline Management System stood out and was selected as a national typical case. Relying on the metropolitan IoT platform, CIM basic platform, urban super brain, and others, it gathers and integrates 1,694 categories of data resources across the city and builds a refined digital twin foundation for 560 square kilometers of the city, accurately predicting waterlogging accumulation points. The hit rate of real-time waterlogging warning information is over 68%, safeguarding the safe operation of the city.
In particular, CIM+ opens a new model for urban safety governance. It is understood that the Changsha CIM basic platform gathers business data and dynamic safety monitoring data from multiple departments and integrates IoT perception, video AI recognition, and BIM technology to create a CIM+ urban intelligent safety management system, achieving real-time visual monitoring and early warning in two major safety fields: crowded areas and fire lane obstruction, and improving the efficiency of urban safety management and decision-making.
Data Connectivity, Upper-Lower Linkage, Sharing Mechanisms Empowering Management
Data is the "blood" of digital management. The Municipal Housing and Urban-Rural Development Bureau understands this well and has actively built a full-lifecycle data collection and sharing platform to fully open up data pathways. At present, Changsha has connected with the Provincial Department of Housing and Urban-Rural Development and other provincial units, municipal departments, and relevant units at the district and county levels, identified 29 units and 37 systems requiring connection, and is gradually carrying out system integration work.
Data bears witness. Changsha has vigorously promoted the "one database aggregation" of cross-departmental housing and building data and has achieved remarkable results in housing and building data governance. On the basis of returning provincial-level housing and building data, it has improved the housing and building basic database. By improving full-lifecycle data information for housing and buildings, the total data volume has reached 16 items and 33.596 million records, aggregating 185 categories and 216 million records of housing data from municipal departments, responding to 201 housing data requests, and handling 907 million interface calls, strongly supporting the construction of projects such as the CIM basic platform and smart fire protection.
The improvement of the hierarchical data sharing mechanism is also a key part of Changsha's digital reform. In accordance with the requirements of the "Data Sharing and Exchange Standard 3.0 for Engineering Construction Project Approval Management Systems," Changsha took the lead in achieving connection with provincial-level and national engineering approval systems, cooperated with the Ministry of Housing and Urban-Rural Development to establish a hierarchical verification mechanism for key approval matter information to ensure data credibility and security, and, according to the principle of "one data source per data item," collects and adjusts relevant system data in real time to provincial and ministerial-level systems.
For example, in conjunction with the pilot reform of full-lifecycle digital management of engineering construction projects, Changsha has also advanced the "combination of data and maps" sharing mechanism for housing data. The full coding of housing and building map parcels is linked to multiple types of business data, which not only assists local housing inventory checks and hazard inspections but also smoothly realizes data interaction with higher-level systems, forming a good pattern of upper-lower linkage and data interoperability and ensuring timely, accurate, and efficient hierarchical data sharing. At present, full coding of housing and building map parcels has been completed, linking housing and building map parcels with business data such as real estate registration and QR code standard addresses, assisting the city's "inspection of illegal construction and illegal land use" for 747,000 buildings and the investigation of 33,500 fire and other safety hazards.
In addition, in the project mapping work, Changsha has taken the opportunity to advance the digital archiving of completion drawings for completion acceptance and the electronic management of acceptance materials, realizing online receipt and full-process tracking, providing a solid data backing for subsequent project maintenance and renovation, safety inspections, and emergency rescue, and allowing data to fully circulate and create value throughout the project lifecycle.
Technology-Led, Intelligent Upgrading, BIM Application Shines Brightly
In recent years, BIM technology has shone brightly in Changsha's engineering construction field and has become an important lever for Changsha's pilot reform of national full-lifecycle digital management of engineering construction projects. Since last year, the Municipal Housing and Urban-Rural Development Bureau has issued the "Guidelines for Whole-Process Engineering Consulting Services for Intelligent Construction Projects in Changsha (Trial)," filling the gap in whole-process engineering consulting services for intelligent construction projects; it has issued the "Implementation Opinions on Using BIM Technology and Prefabricated Construction Technology to Promote 'Industrial Upbuilding,'" vigorously promoting the application of BIM technology.
"What is visible is in the factory; what is invisible is in the cloud." Zhang Yuexian, Party Secretary and Director of the Municipal Housing and Urban-Rural Development Bureau, said that Changsha relies on BIM technology to connect the full lifecycle of engineering construction projects, including planning, design, production, construction, and operation and maintenance, achieving "one model to the end" and promoting "cloud command," "cloud scheduling," and "cloud collaboration" in design, production, construction, and operation and maintenance. "The foundation for Changsha's development of intelligent construction is BIM+M+EPC. This model contains three core elements: building information modeling, component production, and engineering general contracting, achieving 1+1+1>3 and driving changes in new construction methods and construction management models."
BIM technology has become the "standard configuration" of many engineering construction projects in Changsha. In the Airport Block of the Changsha Area of the China (Hunan) Pilot Free Trade Zone, the trial business building of the Free Trade Zone People's Tribunal of the Changsha County People's Court is undergoing main structure construction. The project adopts a domestic platform for BIM forward design. Compared with other software, it enables designers to get started quickly and participate in BIM forward design, reducing resistance to promoting BIM design among subsequent 2D designers, and realizes the integration of design and quantity calculation, improving the comprehensive efficiency of civil engineering and installation engineering quantity calculation by about 60%.
On the road of reform for full-lifecycle digital management of engineering construction projects, Changsha has taken solid steps. Looking to the future, Changsha will uphold an innovative spirit, overcome difficulties, and forge ahead courageously toward the goal of building a national model for digital management of engineering construction, continuously exporting the "Changsha Model" and contributing to the construction of Digital China.
