"The industrial base is an important cornerstone of manufacturing development, and also an important guarantee for the independent controllability and efficient operation of the industrial and supply chains of the country's major equipment. The capability of the industrial base directly determines the performance, quality and reliability of our products, and is an important manifestation of our country's comprehensive strength and industrial competitiveness." Chen Xuedong, academician of the Chinese Academy of Engineering and chief engineer of China National Machinery Industry Corporation, made these remarks when delivering a keynote report at the 2024 National Manufacturing Power Construction Expert Forum and the First Industrial Base Innovation and Development Conference, stating that consolidating the industrial base is of great significance to building a manufacturing power.
According to Academician Chen Xuedong, China is systematically advancing the innovative development of its industrial base, with the scale of basic industries continuing to grow and international competitiveness steadily strengthening. At the same time, the situation in which China's products and technologies in the industrial base field are constrained by others has been initially alleviated, and the resilience and security guarantee capabilities of industrial chains in key areas have gradually improved. Basic products and technologies in some fields have basically achieved domestic production; for example, the domestic production rate of basic products and technologies in fields such as rail transit, new energy vehicles, petrochemicals, steel, power equipment, energy electronics and construction machinery has exceeded 90%.
"A group of specialized, refined, distinctive and innovative 'little giant' enterprises engaged in the industrial base field have become the backbone of high-quality manufacturing development." Academician Chen Xuedong stated that small and medium-sized enterprises are key to the resilience of manufacturing.
"Although the problem of a weak industrial base in China has been initially alleviated, shortcomings still exist." Academician Chen Xuedong believes that research on the industrial base still has a long way to go. The upgrading of the industrial base is about to move from "solving the problem of availability" to the stage of "achieving coordinated development of complete machines and the base." New industrialization, new quality productive forces and a modern industrial system all impose new requirements on the industrial base, and there is an urgent need to accelerate the industrial base reengineering project, making coordinated efforts in three aspects: institutional and mechanism innovation, research and development platform construction, and cultivation of outstanding talent.
"Advancing the upgrading of the industrial base is a protracted war, a long-term, strategic and systematic task that requires sustained and unremitting efforts and must remain a core and key task for a long time." Academician Chen Xuedong stated.
