The State Council Information Office held a press conference on the 12th to brief on the 10th anniversary of the full operation of the first phase of the eastern and middle routes of the South-to-North Water Diversion Project. Zhang Xiangwei said that over the ten years since the first phase of the eastern and middle routes of the South-to-North Water Diversion Project was fully put into operation, it has delivered enormous benefits. In recent years, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council and the overall arrangements of the Outline of the National Water Network Construction Plan, the Ministry of Water Resources, together with relevant departments, local governments and the South-to-North Water Diversion Group, has made every effort to advance the planning and construction of follow-up projects.
Zhang Xiangwei introduced that in terms of construction, in July 2022, the first major project for the high-quality development of the follow-up projects of the South-to-North Water Diversion—the Middle Route Jianghan Water Diversion Project (the Yangtze River-to-Han River Water Diversion Project)—started construction. The project has a total length of 195 kilometers and uses tunnels to convey water, connecting the Three Gorges Reservoir and the Danjiangkou Reservoir, two important strategic water resource reservoirs in China. Once completed, it will increase the annual water diversion volume of the middle route from 9.5 billion cubic meters to 11.5 billion cubic meters. The project has complex geological conditions and is highly difficult to construct. Over the past two years and more, the South-to-North Water Diversion Group has joined forces with design and construction units with strong domestic technical capabilities, equipment manufacturing enterprises, universities and research institutes to strengthen key technology research on intelligent tunneling equipment, advanced geological forecasting, and grouting of deep-buried tunnels, striving to solve technical difficulties in construction, enhance the scientific and technological level of project construction, and ensure construction quality and production safety. Up to now, the main tunnel of the Jianghan Water Diversion Project has been excavated more than 3.3 kilometers, and the 21 branch tunnels along the route have been excavated a total of more than 13.9 kilometers, with a cumulative project investment of 6.54 billion yuan. In terms of planning and preliminary work, in recent years the preliminary work of the follow-up projects of the eastern route and the demonstration of the western route project, as well as the revision of the overall plan of the South-to-North Water Diversion Project, have been deeply advanced.
Next, efforts will focus on five aspects: First, complete the completion acceptance of the first phase of the eastern and middle routes. Second, continue to advance the construction of the Jianghan Water Diversion Project with high quality, ensuring project quality, safety and progress. Third, in view of the many crossing river channels along the middle route, make every effort to advance the construction of flood control safety assurance projects along the middle route to ensure the safety of the middle route project. Fourth, accelerate the building of a digital twin of the South-to-North Water Diversion Project, enhance the digital, networked and intelligent level of project allocation and operation management, and dispatch and manage the project scientifically and precisely. Fifth, accurately grasp the respective characteristics of the eastern, middle and western routes, adhere to following the laws, study and grasp the long-term supply and demand trends, regional distribution and structural characteristics of water resources, properly handle the relationships between developing new sources and conserving water, between stock and increment, and between time and space, further improve the plan of the South-to-North Water Diversion Project, optimize strategic arrangements, continue to deepen the preliminary demonstration of follow-up major projects, and accelerate the formation of the main framework and major arteries of the national water network.
