Originating from the Cuomuguola Glacial Lake in the Nyainqêntanglha Mountains, the Nyang River, as a first-level tributary of the Yarlung Tsangpo River, flows from west to east through Nyingchi, Tibet, nurturing amid the interwoven mountains and waters a verdant, oxygen-rich Tibetan "Little Jiangnan."

Against the backdrop of snow-capped plateau mountains, several machines are busy excavating, construction workers are operating in an orderly manner, and the rushing river flows past the construction site of the Nyang River flood control project undertaken by the Third Bureau of Sinohydro. These vivid scenes of bustling construction are a true portrayal of the project site. The project management team of the Third Bureau of Sinohydro is anchoring itself to high-quality construction tasks, seizing the fourth quarter, sprinting toward the full year, and making unremitting efforts to deliver a satisfactory answer to the people of Bayi District, Nyingchi City, at an early date.

Running onto the site, the start is already a sprint

At the beginning of 2024, the Third Bureau of Sinohydro successfully won the bid for the flood control project on the left bank of the Nyang River from Baji to the Fourth Bridge in Bayi District. This project is a key annual project under the initiative of "promoting high-quality development of Nyingchi and advancing reform and opening up ahead of schedule." Once completed, it will safeguard the lives and property of farmers and herdsmen during the flood season, ensure safe passage through the flood season, and effectively improve the ecological environment on the left bank of the Nyang River. It is of great significance for continuously optimizing the industrial layout of Bayi District and advancing high-quality economic development.

For the Third Bureau of Sinohydro, this project, as its first water conservancy project in the Nyingchi market in Tibet, is equally significant for benefiting the people of the Tibetan region and continuously deepening its presence in the Tibet regional market.

Adhering to the philosophy of "build one project well, benefit the people of one place, and expand one market," how to better leverage the management and organizational advantages of a central state-owned enterprise, rationally allocate effective resources, arrange for personnel and machinery to enter the site as early as possible, and advance construction in an orderly manner was the primary issue that had to be resolved at the start of the project.

Time waits for no one. In response, the Third Bureau of Sinohydro promptly coordinated with the owner and design units to make preparations for the early stage of construction. At the same time, it selected elite personnel to form the project management team. After extensive communication and coordination, and after intensively completing basic work such as the early site selection of the project department and temporary facilities, it immediately organized personnel, machinery, and other resources to move onto the site at the first opportunity.

The curtain thus rose on the construction of the Nyang River flood control project. In April 2024, during the dry season of the Nyang River, flags fluttered in the wind on both banks, more than 10 excavators in the river channel were carrying out excavation tasks, and heavy trucks shuttled back and forth...

As a key livelihood project in Nyingchi City, the project has attracted widespread attention since its commencement. The construction progress of the project has been featured in exclusive reports by Tibet News and the Nyingchi News program. Television reporters walked into the project construction site to gain an in-depth understanding of on-site construction progress. With professional imaging equipment, they recorded this bustling scene of vigorous work and also captured the fine spirit of the vast number of builders from PowerChina Sinohydro Third Bureau in supporting local economic development and building high-quality livelihood projects. Zhang Lipeng, the project executive manager, said in an interview with reporters: "All personnel of the Nyang River flood control project department of the Third Bureau of Sinohydro will live up to the springtime, muster their energy, ensure safe production, guarantee project quality, and, with the attitude that the start is already a sprint, press the fast-forward button on construction to support Nyingchi's economic development."

Strictly fulfilling contracts, repeatedly winning praise and commendation

As of November 2024, the overall physical progress of the Nyang River flood control project of the Third Bureau of Sinohydro had reached 80%. On November 20, the Water Resources Bureau of Bayi District, Nyingchi City, sent a letter of commendation praising the project team for completing various construction tasks with high quality in a pragmatic, efficient, and enterprising style.

"As an important livelihood project, since the start of construction we have consistently adhered to the management philosophy of 'safety first, quality foremost, ensuring progress, and improving efficiency,' continuously optimized construction organization, strengthened resource allocation, strictly grasped safety and quality management, emphasized the application of standard processes, proactively overcome various difficulties, made every effort to accelerate construction progress, and advanced project construction to a high standard," said Liang Dezhi, the project manager.

It is understood that in order to comprehensively accelerate the high-quality construction process of the project, from July to September 2024, a labor competition themed "Improve Work Style and Strengthen Capabilities, Enhance Quality and Make Contributions During the 14th Five-Year Plan" was vigorously carried out at the foot of the snow mountains. Taking the labor competition as an opportunity, the project management team further reversed the construction schedule and carried out work according to charts, fully leveraging the leading and breakthrough role of Party member vanguard teams and youth shock teams, extensively mobilizing the construction enthusiasm of participating teams, and setting off a boom in project construction.

During the labor competition, the project completed an accumulated output value of more than 40 million yuan. Various indicators, including safety management, technical quality, construction progress, business management, and the real-name management of migrant workers, were strictly controlled, laying a solid foundation for completing the annual target tasks.

However, in the course of project construction, it is always inevitable to encounter some "roadblocks." Difficulties in technology and quality, for example, posed considerable challenges to project advancement. Because river training projects have very strict requirements for the construction of embedded stone concrete retaining walls, the project department had to maximize the quality of concrete construction while meeting design requirements. This was a major bottleneck constraining efficient project construction.

How to improve quality? How to improve efficiency? How to overcome difficulties? The project department organized special meetings for multiple rounds of research and discussion, vigorously promoted youth innovation and efficiency-enhancement projects, and focused on key research to address construction difficulties. Project manager Liang Dezhi led team members, on the basis of fully drawing on the experience of similar projects, to carry out basic experiments in light of the actual conditions of this project, improve processes, and ultimately achieve successful application. The resolution of this problem also helped the project department distill and form the construction method "Technical Application of Uniformly Embedded Stone Concrete Retaining Wall Construction in River Channels." The QC results declared on the basis of this construction method achieved excellent results in evaluations by the Shaanxi Provincial Quality Association and the Tibet Construction Industry Association respectively. At the same time, it effectively saved material costs, improved construction efficiency, and ensured project quality.

Project contract performance must stand the test. The project management team regarded every inspection as a major examination and simultaneously launched a comprehensive internal self-check during inspections to ensure that safety production measures were in place, the civilized construction system was implemented, quality supervision and rectification were completed, and responsibilities of all parties were fulfilled. During the project construction process, inspection and research teams at all levels from the Ministry of Water Resources, the Tibet Autonomous Region, and Nyingchi City visited the site more than 20 times to inspect and guide the work, fully affirming and praising the results achieved in project construction. This also injected strong confidence into the project department to continue to grasp refined management, overcome difficulties, and ensure high-quality contract performance.

Fulfilling responsibilities, demonstrating the commitment of a central state-owned enterprise

"We must complete the expected milestones before the critical flood-season water level arrives, accomplish the flood control objectives, firmly shoulder our responsibilities, and safeguard the lives and property of the surrounding people. There is no delay!" At the project department's June work meeting, all personnel further unified their thinking.

Nyingchi City in the Tibet Autonomous Region has a typical maritime monsoon climate, with four distinct seasons and rainy summers. After June each year, the Nyang River gradually enters the flood season. The Nyang River flood control project undertaken by the Third Bureau of Sinohydro was implemented precisely to further ensure flood-season safety and protect the lives and property of farmers and herdsmen on both banks from loss. Therefore, for all personnel of the project department, the flood season is an important milestone and also a major test. Although they faced the pressure of a tight construction schedule, they were driven even more by the motivation to race against time to ensure flood-season safety.

Since entering the flood season, the project department has earnestly implemented the leadership shift and duty system, conducted daily safety monitoring, and carried out day-and-night patrols to ensure stability. At the same time, it formulated an emergency plan for flood control and organized emergency drills for all personnel, enhancing on-site personnel's ability to respond to emergencies and avoid danger.

With rainfall during the rainy season, water levels in many rivers continued to rise. What impressed project personnel most was that on the evening of June 28, 2024, the flow of the Nyang River reached a maximum of 2,300 cubic meters per second, once overtopping the lower-lying pouring surface. The project department immediately activated the emergency plan and, after checking on-site safety conditions, organized the orderly and safe evacuation of personnel and machinery. But after this incident, the safety risks brought by the flood season became even more prominent. Time also became more pressing.

Based on the actual conditions of a linear project, in order to ensure safety and seize construction milestones, the project department studied and adopted the operation method of "parallel sections and sequential flow within sections," while strengthening supervision and coordination of each work face and organizing cross-operation among teams to ensure safety, order, quality compliance, and improved efficiency, ultimately completing the project milestone targets ahead of schedule.

According to statistics, by the end of the 2024 flood season, the project department had completed 7.22 kilometers of new embankments, protected about 8,700 mu of urban land, and protected about 4,200 farmers and herdsmen on both banks of the Nyang River. The owner sent a letter of commendation to congratulate and thank the project department for successfully achieving the flood control objectives and high-quality contract performance, further demonstrating the responsibility and commitment of a central state-owned enterprise.

One responsibility, one commitment—this is the sentiment and mission of a state-owned central enterprise. In accordance with the needs of project construction, the Nyang River project department of the Third Bureau of Sinohydro recruited more than 100 local skilled workers from nearby areas. By providing jobs and carrying out skills training, it not only drove local farmers and herdsmen to find employment and increase income, but also provided a practical training platform for building the local industrial workforce. It actively coordinated with the Nyingchi Municipal Party School to provide a practical teaching venue for the school's 2024 river and lake chief system training class, receiving widespread praise. By actively fulfilling social responsibilities, it demonstrated the confidence and determination of the Third Bureau of Sinohydro to actively participate in Nyingchi's infrastructure construction and benefit the people of the Tibetan region, enhancing the enterprise's reputation and influence.

The pass is like iron, the journey fraught with rapids; only the brave advance, only the diligent win. At present, the Nyang River flood control project of the Third Bureau of Sinohydro is seizing the effective annual construction time, concentrating efforts on overcoming the difficulties of cofferdam construction in deep-water areas, and spurring the horse to fight and win decisively in the fourth quarter, striving to complete the project construction tasks as early as possible, deliver a satisfactory livelihood answer sheet to the people of Nyingchi, and fulfill the mission and commitment of a central state-owned enterprise through practical actions.
