With the high-quality development of China's economy and the advancement of new industrialization, the innovation and upgrading of the industrial base has become particularly important. In order to thoroughly implement the instructions of the CPC Central Committee and the State Council on implementing the industrial base re-engineering project, strengthen China's industrial base capacity, and enhance the security and resilience of industrial chains, the 2024 National Manufacturing Power Construction Expert Forum and the First Industrial Base Innovation and Development Conference was grandly held on December 10 in Shanghai, a vibrant international metropolis.
This grand event aims to build a comprehensive, multi-level industrial base innovation ecosystem and promote the upgrading of the industrial base and the modernization of industrial chains. The conference was hosted by the National Manufacturing Power Construction Strategy Advisory Committee and organized by the National Industrial Base Expert Committee.
With the theme of "Strengthening the Foundation and Resilient Chains for New Quality Development," the conference was carried out in the format of "1 main forum + 1 closed-door meeting + 2 thematic sessions and supporting activities," bringing together more than 300 participants, including leaders from the Ministry of Industry and Information Technology, Shanghai municipal leaders, members of the National Manufacturing Power Construction Strategy Advisory Committee, members of the National Industrial Base Expert Committee, experts from the Shanghai Industrial Base Re-engineering Strategy Advisory Committee, as well as officials from industry and information technology authorities, business leaders, and researchers from across the country, to jointly explore innovative development paths for the industrial base and offer suggestions for the high-quality development of China's industrial base.
During the conference, Gao Dongsheng, Chief Economist of the Ministry of Industry and Information Technology, and Chen Jie, Vice Mayor of Shanghai, attended the meeting and delivered speeches respectively. Chief Economist Gao Dongsheng emphasized that "the industrial base is an important manifestation of the core competitiveness of the manufacturing industry and an important cornerstone of a manufacturing power and a quality power." Vice Mayor Chen Jie emphasized the important position of the industrial base in the national strategy of building a manufacturing power and the role Shanghai plays in promoting the innovative development of the industrial base. In the keynote report session, Academicians Zhou Ji and Chen Xuedong respectively shared in-depth views on strengthening the industrial foundation and the innovative development of the industrial base, emphasizing the importance of implementing the industrial base re-engineering project for winning the battle of upgrading the industrial base. In the academic report session, Professor Qu Xianming took Shanghai as an example to share the development path and successful experience of industrial base upgrading. Academician Tan Jiubin and Professor He Qisheng discussed the challenges and opportunities facing China's manufacturing industry from the perspectives of building a new-generation national measurement system and US export controls on China, respectively. In the entrepreneur report session, Academician Wu Guanghui and Chief Scientist Wu Kai shared their practices and reflections on industrial base innovation from the perspectives of the large aircraft industry and lithium battery process equipment, respectively, providing participants with vivid cases and inspiration.
The conference also released a series of important achievements, including the "Annual Development Report of the Industrial Base (2022-2023)" and the "Shanghai Industrial Base Upgrading Assessment Report," which provided participants with detailed data and in-depth analysis and revealed the current status and trends of China's industrial base development; shared "2024 'One-Stop' Directions and Achievements," showcasing China's outstanding achievements in the industrial base re-engineering project and the "One-Stop" special initiative; and launched the ceremony for the "Collection of Outstanding Industrial Base Products and Technologies and Outstanding Enterprises."
A "Key Products and Processes 'One-Stop' Application Achievements Exhibition" pushed the conference to a climax, vividly displaying China's fruitful achievements in industrial base innovation from three dimensions: the "Data-Based Application-Driven Exhibition Area," the "Key Achievements Exhibition Area," and the "Origin Cooperation and Collaboration Exhibition Area," demonstrating the complete chain from product and process innovation in basic fields to technology transformation and application, and then to the coordinated development of industrial chains, fully showcasing the vigorous vitality of China's industrial base development.
The successful holding of this conference has injected new vitality into the innovation and development of China's industrial base and provided strong support for building a more solid and resilient industrial chain. In the future, we look forward to achieving higher-quality development of China's industrial base through the joint efforts of all sectors of society, laying a more solid foundation for realizing the grand goal of building a manufacturing power.
