From November 11 to 22, the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) was successfully held in Azerbaijan. At one of the COP29 side events, the "Expert Seminar on China-US Subnational Climate Cooperation and Exchange," experts from both China and the United States shared their valuable experience and practical case studies in advancing local low-carbon transitions. Among them, the Huadian Zichuan Dakuishan Multi-Energy Complementary Demonstration Project, constructed by SEPCO1, was featured at the seminar, where it was shared and promoted and drew attention from all parties.

Building a "mine-land integration" demonstration project. The Dakuishan Multi-Energy Complementary Demonstration Project in Zichuan District offers a new approach to the proper disposal of abandoned mines (mine sites). By making full use of closed pits and abandoned mines, it has been built into an integrated complex comprising an "agricultural-photovoltaic complementary power station + distributed pumped-storage hydropower station in abandoned mines + mine water waste-heat utilization system + high-end controlled-environment agriculture." It is the country's first demonstration project of "mine-land integration" embodying the principles of "optimizing space, protecting resources, and promoting intensive use." Once completed and put into operation, the project will actively promote the integrated development of the primary, secondary, and tertiary industries in Zichuan District, accelerate the development of new quality productive forces, and turn abandoned and discarded hills into mountains of gold and silver.

Pumped-storage hydropower drives efficient energy use. The project makes full use of the advantages of mine elevation differences and mine water resources to build a mine pumped-storage hydropower station, with an upper reservoir storage capacity of 160,000 cubic meters, achieving "peak shaving and valley filling" while controlling surface subsidence and maintaining the ecological balance of the mining area. SEPCO1 is mainly responsible for the construction of the civil works, equipment installation, and supporting works for the upper and lower reservoirs, including the construction of the upper and lower reservoir structures, the installation of turbines, generators, and other equipment, approximately 400 meters of water conveyance systems between the reservoirs, approximately 1.3 kilometers of permanent roads in the site area, approximately 130,000 square meters of dynamic compaction backfill for the terraces, and ancillary works such as rubble slope protection and drainage systems. Once completed and put into operation, it will convert electrical energy into potential energy for green, environmentally friendly, safe, and pollution-free energy storage, breathing new life into abandoned mines and creating a "Zichuan model" for the efficient and comprehensive utilization of abandoned mines and pits nationwide.

Flower-energy complementarity drives the green economy. The project plans to build 100,000 square meters of "flower-energy complementary" smart greenhouses, making full use of the advantages of green electricity resources, closed-pit mine water resources, and other multi-effect resource advantages to provide electricity, cooling, and heating for the fresh-cut flower smart greenhouses. The first phase of 50,000 square meters has been put into use, and more than 100,000 rose plants have been planted; once the flowers came onto the market, they were welcomed and loved by consumers. By effectively turning natural disadvantages into resource advantages and using fresh-cut flower cultivation as an entry point to build a new "flower-energy complementary" economic ecosystem, the project is of great significance for Zichuan District in achieving industrial restructuring and upgrading as a resource-exhausted city.

It is reported that the United Nations Climate Change Conference is a global conference held under the United Nations Framework Convention on Climate Change, which entered into force in 1994. It is held annually to advocate that countries reduce greenhouse gas emissions, address global climate change, and jointly promote sustainable human development. This year's theme is "Together for a Green World."
