From November 7 to 8, the Seventh China Enterprise Forum, jointly guided by the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, the All-China Federation of Industry and Commerce, and Xinhua News Agency, was held in Beijing. The forum thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee, and, under the theme of "Accelerating the Development of New Quality Productive Forces: Reform and Innovation of Chinese Enterprises," advocated and promoted Chinese enterprises to deepen reform and innovation with greater efforts, accelerate the cultivation and development of new quality productive forces, and better serve the building of a strong nation and the great cause of national rejuvenation. Entrusted by Zhang Yuzhuo, Secretary of the Party Committee and Director of SASAC of the State Council, Tan Zuojun, Member of the Party Committee and Deputy Director of SASAC of the State Council, attended the forum and delivered a speech. Qiu Xiaoping, Member of the Party Leadership Group and Vice Chairman of the All-China Federation of Industry and Commerce, and Liu Jian, Member of the Party Leadership Group and Deputy Director of Xinhua News Agency, attended and delivered speeches. At the thematic forum, Lin Yifu, Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Deputy Director of the Economic Committee, Zheng Zhiming, Academician of the Chinese Academy of Sciences and Dean of the School of Artificial Intelligence at Beihang University, and other experts and scholars, as well as heads of enterprises such as Industrial and Commercial Bank of China, China Southern Power Grid, China Mobile, China Academy of Machinery Science and Technology Group, Beijing Electronics Holding, Seres Group, and Tongwei Group, delivered speeches and exchanged views.

The forum held that the Party Central Committee with Comrade Xi Jinping at its core, proceeding from the overall situation of promoting high-quality development, creatively proposed accelerating the development of new quality productive forces and made a series of important deployments, which pointed out the direction forward and established a guide to action for the reform, innovation, and development of Chinese enterprises, and endowed enterprises and entrepreneurs with new missions and tasks. Relevant government departments guided and promoted enterprises of all types of ownership to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions and the decisions and deployments of the Party Central Committee, practice the new development philosophy, effectively take the development of new quality productive forces as an important focus and breakthrough point for promoting high-quality development, take innovation as the lead, industry as the carrier, and adhere to adapting measures to local conditions, advance scientific and technological innovation, industrial innovation, and institutional and mechanism innovation in an integrated manner, and have played a leading and driving role in developing new quality productive forces.

The forum pointed out that developing new quality productive forces is an important path for enterprises of all types of ownership to respond to changes, open up new prospects, and better serve the cause of Chinese-style modernization. At present, China's scientific and technological innovation has gone through two stages, namely the strategy of building the nation and the strategy of building a major power, and has entered the stage of the strategy of building a strong nation. From the perspective of new structural economics, China's existing industries and future industries, regardless of whether they are catch-up industries, leading industries, transition industries, or emerging industries and strategic industries, must identify their development direction and positioning, take scientific and technological innovation as the primary driving force for development, actively promote the deep integration of modern science and modern engineering technology, accelerate the concentration of advanced production factors into the development of new quality productive forces, continuously enhance the core functions and core competitiveness of enterprises, and demonstrate greater responsibility and action in developing new quality productive forces.

The forum proposed that enterprises of all types of ownership should base themselves on national strategies and the needs of economic and social development, strengthen communication and mutually beneficial cooperation, work together to advance scientific and technological innovation, focus on industry common technologies and leading technologies involving the rights to industrial survival and industrial development, increase R&D investment, strive to master more key core technologies and source and underlying technologies, scale new heights in promoting revolutionary technological breakthroughs, and jointly strengthen the technological source for developing new quality productive forces. It is necessary to promote industrial innovation, lead digital transformation, embrace artificial intelligence, make greater efforts to advance the transformation and industrial application of scientific and technological achievements, jointly transform and upgrade traditional industries, cultivate and strengthen emerging industries, plan and build future industries, open new prospects in promoting deep industrial transformation and upgrading, and jointly build strong important carriers for developing new quality productive forces. It is necessary to deepen enterprise reform, adhere to management innovation, carry forward the entrepreneurial spirit, improve corporate governance structures and management systems, improve the modern enterprise system with Chinese characteristics, create new advantages in promoting the innovative allocation of production factors, and jointly create a sound ecosystem for developing new quality productive forces. It is necessary to strengthen openness and cooperation, build an industrial ecosystem in which enterprises of all types develop in coordination, integrate innovation, and achieve mutual benefit and win-win results, carry out more practical cooperation in technology, products, industries, and other aspects, promote the deep integration of the innovation chain, industrial chain, capital chain, and talent chain, organize joint overseas expansion with high quality, demonstrate responsibility again in optimizing the industrial ecosystem and pooling development synergy, jointly cultivate broad space for developing new quality productive forces, seize the initiative in development through proactive opening up, and help China's high-quality economic development advance steadily and sustainably.

The China Enterprise Forum consisted of a thematic forum, roundtable closed-door meetings, and parallel forums. During the forum, a number of research results were released, including "Basic Theoretical Research on the State-owned Economy Guided by Marxist Political Economy and Xi Jinping Economic Thought," "Report on the High-quality Development of Central Enterprises (2024)," "Report on the Overseas Development of Central Enterprises (2024)," "Blue Book on the Environment, Social and Governance (ESG) of Listed Companies of Central Enterprises (2024)," "Blue Book on the Social Responsibility of State-owned Assets and State-owned Enterprises (2024)," "Monitoring System for Entrepreneurs' Perceptions of Private Economy Policies: Monitoring Data for the Second Quarter of 2024," "Strategic Research on the Cultivation of Disruptive Technologies in the Field of Industrial Foundations," "Research on China's Energy Development Strategy and Major Policy Analysis and Its Strategic Impact on Large Energy Enterprises," and "Media Ecological Transformation Driven by Technology: Impact Analysis, Future Trends and Development Strategy Research." About 500 people, including government departments, business figures, experts, and scholars, attended the forum.
