2024 marks the 51st anniversary of the founding of Gansu Gongfa Engineering Construction Co., Ltd.
Zooming out through the long lens of history, Gansu Gongfa Engineering Construction Co., Ltd., whose predecessor was the Housing Construction Team of the Gansu Provincial Highway Bureau, has since its establishment in 1973 always shared the same breath and destiny with the motherland, kept its original aspiration and mission firmly in mind, and deeply engaged in the grand blueprint of national transportation construction—racing forward and leaping ahead all the way, tracing the trajectory of corporate development with resolute steps.
Distance is no obstacle, nor is time a limit. From building its first tunnel—the Gaolingzi Tunnel—in 1999, the company has to date successively undertaken more than thirty national and provincial key construction projects, including Guyong, Linhe, Shitian, Lianghui, Pengda, Tianyong, Wangxia, Maqiao, Daqing, and Hebei Yanchong. Having weathered nearly 50 years of tempering, the company has built a total of 919 kilometers of highway projects, extending its footprint from within the province to beyond it, from mountainous areas to cities, and from highway projects to municipal maintenance. Upholding the corporate mission of "serving transportation development, strengthening the real economy, and bravely acting as pioneers of road building," it is committed to building a modern, comprehensive highway construction enterprise of considerable influence with superb technology and outstanding quality.
In recent years, the company has continued to rely on research platforms such as the "Crafting Precision Tunnels" innovation studio and the provincial-level "Tunnel Mechanized Crew" to develop new quality productive forces tailored to local conditions. At the same time, it keeps tracking highway projects, actively expands into the municipal and maintenance project markets, and continuously enhances its core competitiveness, striving with five "great leaps" to build "Safe Century Quality Projects."
Rise—Embarking on the Tunnel Journey + Moving the Main Business Toward the Market
In the early 1990s, the tide of state-owned enterprise reform swept across the country, accompanied by the rise of the engineering construction bidding and tendering system. Answering the call of the times, the company was renamed the Fourth Company of Gansu Provincial Highway Engineering General Company in 1998, becoming an independent legal entity responsible for its own profits and losses and embarking on the path of marketization.
In December 1999, the company undertook its first tunnel—the Gaolingzi Tunnel on the BL6 contract section of the Baiyin–Lanzhou Expressway. The Gaolingzi Tunnel is a medium-sized tunnel 743 meters long with two bores and four lanes; its loess layer is soft and weak, the surrounding rock grade is low, and construction was difficult. Fearless of hardship and undaunted by fatigue, the builders actively carried out tunnel technology research and innovative management, brought forth a group of outstanding tunnel technicians, and successfully completed the construction task. The project won the Feitian Award, the highest honor for construction quality in Gansu Province.
Breakthrough—Expanding the Scope of Construction + Building a Professional Brand
The original meaning of transportation is mutual connection and access. As stated in the Guanzi · Dudi: when mountains and rivers dry up, when the qi of heaven descends and the qi of earth rises, all things are connected. Yet threading tunnels through mountains and erecting long bridges over raging waves is the work of generations of road builders advancing one after another.
In 2000, the company became a Grade II highway construction enterprise with independent legal-person status.
With the national strategy for the development of the western region, the company also ushered in unprecedented development and opportunities. The builders walked side by side through wind and rain and reaped a large number of construction achievements. The company successively undertook more than twenty important projects, including the Lanlin Expressway, the Baotian Expressway, the Qijiadukou Yellow River Bridge on National Highway 213, the Pingding Expressway, the Qingdao–Lanzhou National Expressway, and the Lanzhou South Ring Road. Bringing strength to bear across subgrades, bridges, tunnels, and pavements, crossing high mountains and rugged ridges and traversing the Gobi desert, amid the roar of machinery, the company opened up a new phase in its highway construction and development.
Takeoff—Upgrading Professional Qualifications + Mechanized Cluster Operations
In 2012, the 18th National Congress of the Communist Party of China outlined the grand blueprint for building a moderately prosperous society in all respects and deepening reform and opening up. Riding the favorable winds of the times, the company continued to advance.
In June 2015, the company undertook the Liangdang Tunnel on the Liangdang (Gansu–Shaanxi border) to Huixian section of the G316 Changle–Tongren Highway project, taking the lead in Gansu Province in implementing mechanized cluster operations for tunnels and introducing internationally advanced drill-and-blast construction equipment, truly realizing a new tunnel operation model of "automation reducing personnel, mechanization replacing personnel." The project won the 2016 "National Demonstration Project for Innovative Technology Application in the Construction Industry," the 2021 Gansu Provincial Construction Project "Feitian Award," and the "2020–2021 Highway Transportation Quality Engineering Award (Li Chun Award)."
In 2016, the Gansu Provincial Tunnel Engineering Technology Research Center was established. To consolidate and enhance the professional level and management efficiency of highway tunnel engineering construction, in March 2020 the company created a mechanized tunnel construction crew. Pooling collective wisdom and strength, the crew completed a large number of scientific research achievements and minor improvements and innovations, advancing mechanization across all tunnel construction processes. The company's mechanized tunnel construction crew was awarded the titles of "Gansu Provincial Youth Safety Production Demonstration Post" and "National Youth Safety Production Demonstration Post."
In 2017, the company obtained Grade I professional contracting qualifications for highway subgrades and highway pavements, and a Grade II professional contracting qualification for tunnel engineering.
Leap Forward—First Out-of-Province Expressway Project + Social Impact and Value Creation
What engineering builds is where the heart is directed. The company has become a main force in highway construction, paving the road to strength with painstaking effort and sweat and accelerating its pace of "going out," achieving breakthroughs in developing markets outside the province.
In June 2017, the company undertook its first expressway pavement—the ZT4 section of the mainline construction of the Hebei section of the Yanqing–Chongli Expressway, a major transportation support project for the Beijing and Chongli competition zones of the Beijing Winter Olympics and Winter Paralympics. Crossing a thousand miles, the builders arrived at the foot of the Yanshan Mountains and, centering on the theme of full coverage of excellence projects and brand building through transformation and upgrading, took project excellence and technological innovation as the guide and solidly advanced standardized, refined, and normative project management. The project won the highest quality award in China's construction industry (the Luban Prize), the Highway Transportation Quality Engineering Award (Li Chun Award), and the highest award in the engineering construction field (the National Quality Engineering Award).
In August 2018, the company obtained a Grade II professional contracting qualification for tunnel engineering and a Grade II professional contracting qualification for bridge engineering, laying a solid foundation for the company's long-term development and winning broad space for growth.
Pursuing the Dream—First Self-Invested Project + All-Staff Production and Operation
In September 2020, the company obtained the Grade I general contracting qualification for highway engineering construction.
In January 2021, the company invested in and undertook its first PPP project—the PPP project for the Dabianliang (Shaanxi–Gansu border) to Qingcheng section of the G244 Highway. In March, relying on its independent Grade I general contracting qualification for highway engineering construction, it undertook its first high-grade highway project—the Daqing general contracting project, covering all construction content of highway engineering, including subgrades, pavements, bridges and culverts, tunnels, and landscaping.
After three years of intensive effort, from nothing to something and from something to excellence, the Daqing Highway was completed and opened to traffic in 2023. Threading through mountains and waters and running north to south, it soars like a giant dragon over the land of eastern Gansu, ending Huachi County's history of having no expressway for many years, driving the development of a range of industries, and benefiting the local people.
In 2022, the company obtained Grade A qualifications for subgrade and pavement maintenance and for tunnel maintenance.
Looking back, from 1973 to 2024, Gongfa Engineering Company has run for 51 years on the road of "pursuing dreams." Project landmarks, meticulously crafted works, and construction monuments one after another represent the magnificent journey of all the company's builders pressing forward with dedication, leaving a vivid and indelible mark on highway construction in Gansu.
Looking ahead, Gongfa Engineering Company will face new challenges squarely, seize new opportunities, strive to build new advantages for high-quality development, accelerate forward on the new journey of building a transportation powerhouse, and continue to compose an even more brilliant and glorious chapter for the company through solid work and striving.
