On October 30, the Nansha District Commission for Discipline Inspection and Supervision of Guangzhou Municipality held a special training session for the discipline inspection and supervision system (the 89th session), inviting relevant responsible comrades from the district housing and urban-rural development bureau to give a special lecture on "procedural requirements and risk prevention and control in engineering bidding and tendering," further enhancing the knowledge literacy and professional capabilities of discipline inspection and supervision cadres.

This training is one of the measures taken by the Nansha District Commission for Discipline Inspection and Supervision to implement the special action of "major transformation of cadre work style and major improvement of the business environment," improve the precision of supervision and discipline enforcement, and ensure the clean and efficient implementation of major projects. Since the beginning of this year, the Nansha District Commission for Discipline Inspection and Supervision has adhered to the work style of "meticulousness, strictness, depth and practicality," kept a close eye on the three major links of "before bidding, during bidding and after bidding," and systematically advanced the special rectification of the engineering bidding and tendering field, promoting the continuous optimization and upgrading of Nansha District's business environment.

"How to rectify, who will rectify, and where are the focus areas of rectification?" In response to these questions, the principal responsible comrades of the district commission for discipline inspection and supervision convened relevant departments for discussion and consultation, formulated the "Nansha District Work Plan for Supervision of Special Rectification in the Bidding and Tendering Field," and, in accordance with the chronological progress of engineering construction bidding and tendering projects, specified 18 work measures and the corresponding responsible units. Together with departments such as housing and urban-rural development, finance and audit, they carried out whole-process, whole-chain supervisory governance, comprehensively strengthened the efforts to correct and investigate in accordance with regulations, discipline and law, and ensured that major engineering projects are advanced cleanly, safely and with high quality.

"If the cage of institutions is not tightened, there will be 'loopholes' to exploit in bidding and tendering work, which can easily breed illegal and corrupt problems." The district commission for discipline inspection and supervision focused on meticulous pre-bidding intervention, urged industry competent departments to conduct a thorough review of policy documents in the bidding and tendering field, focused on rectifying problems such as ownership discrimination and local protectionism, and urged 10 major tendering owner units, including the district housing and urban-rural development bureau, to establish and improve internal control management systems and mechanisms for bidding and tendering, and to carry out integrity risk screening in key links and key positions such as preliminary project investigation, project approval, setting of preconditions, and preparation and setting of bidding documents. At the same time, the "integrity information card" and "dual contract" systems were widely promoted throughout the district, promoting the establishment of 288 "integrity information cards" and 1,002 engineering "integrity contracts," further standardizing the management of engineering project construction.

"During bidding" is the key link in bidding and tendering and the top priority of the special rectification of bidding and tendering. The district commission for discipline inspection and supervision urged relevant responsible departments to thoroughly implement the "Nansha District Action Plan for Integrity in Development, Construction and Urban Renewal," strengthen the supervision and management of market entities and conduct in bidding and tendering activities, carry out "double random, one public disclosure" spot checks and related-party reviews, strictly standardize bidding agency and bidding conduct, strengthen the dynamic management of bid evaluation experts, promptly conduct warning talks with 3 bidding agencies that had non-compliant conduct, and seriously deal with 12 experts who violated regulations in bid evaluation.

"Systematically rectifying bidding and tendering requires not only heavy-handed enforcement and serious investigation and handling, but also solid work on the 'second half of the article.'" Relevant staff of the district commission for discipline inspection and supervision pointed out that "post-bidding" supervision is the key to solving the problem of the "two skins" between bidding and tendering and the implementation process and to ensuring project quality. The district commission for discipline inspection and supervision urged industry competent departments and project owner units to strengthen supervision and inspection of the performance of winning bidders, focusing on strict review of the rationality and necessity of engineering changes as well as the quantity and cost of works, and strictly preventing problems such as replacing management teams with inferior ones, illegal subcontracting and division of work, and falsely inflating work quantities. It urged the improvement of the credit evaluation system, the implementation of dishonesty penalties against entities that violate government procurement rules, and the entry of administrative penalty information into Credit Guangzhou and the Nansha District blacklist of enterprises involved in bribery and illegal crimes. It urged the implementation of rectification of problems fed back by the special inspection of the engineering bidding and tendering field by the Guangzhou Municipal Party Committee, deepened the application of inspection results, and urged self-examination and self-correction and immediate rectification against the list of common problems found in inspections. It deeply investigated and retroactively examined bidding and tendering violations of regulations, discipline and law involved in corruption cases, publicly notified and exposed typical cases, and strengthened the promotion of reform and governance through cases.
