On November 4, the Information Office of the Qingdao Municipal People's Government held the second press conference in the thematic series "Be a Good Vanguard, Forge Ahead on a New Journey," introducing the overall situation of "Qingdao Accelerating the Building of a Highland for Modern Marine Economy Development." At the press conference, Zhang Zimu, Deputy Director and Press Spokesperson of the Qingdao Municipal Transport Bureau, introduced the highlights of port and shipping development since the beginning of this year and the next steps.
Since the beginning of this year, the Qingdao Municipal Party Committee and Municipal Government have made the building of an international shipping center the top priority of the city's work, establishing a Qingdao International Shipping Center Construction Task Force with the Party Secretary and Mayor serving as "dual leaders" and the Chairman of the Municipal CPPCC serving as the executive leader. The task force has given full play to Qingdao's leading role in building an international shipping center, focusing on accelerating the building of a world-class marine port, channeling efforts into key tasks such as expanding port infrastructure capacity, enhancing port radiation capacity, and advancing the transformation toward smart and green ports, and has achieved positive results.
Promoting approval of the master plan and strengthening port infrastructure construction. On August 31, the "Qingdao Port Master Plan (2035)" received joint approval from the Ministry of Transport and the Shandong Provincial Government; the new master plan further clarifies the development priorities of the port and proposes an overall development pattern of "one bay, two wings, and six zones under jurisdiction," providing the necessary policy support framework for the next phase of rapid development of Qingdao Port. Seizing the favorable opportunity of the master plan's approval, the Qingdao Municipal Transport Bureau has planned key projects in advance and accelerated the construction of five high-quality projects with a total investment of 8.8 billion yuan, including the Gangtou Wanbang Ore Terminal Project and the 120,000-tonne oil products terminal project in the Dongjiakou Port Area. Among them, the Phase III grain silo project at the North No. 3 Breakwater was completed three months ahead of schedule, and the Liquid Chemical Storage Project (Phase II) and the 120,000-tonne oil products terminal project are striving for completion acceptance by the end of the year. In 2024, the originally planned investment in the port sector was 1.838 billion yuan; investment is expected to reach 4 billion yuan by the end of the year, double the original plan.
Strengthening hub functions and enhancing the port's radiation and driving capacity. Adhering to mutual support between east and west and land-sea connectivity, Qingdao has continuously improved port connectivity and steadily optimized its maritime route network, expanding direct ocean routes to Europe and America and advantageous route clusters such as those related to the Belt and Road Initiative and RCEP, adding 15 new routes for a total of 230; it has improved the inland port layout, adding 9 new inland ports along the Yellow River and 5 new sea-rail intermodal transport routes, bringing the totals to 50 and 82 respectively. From January to September, container sea-rail intermodal transport volume reached 1.958 million TEUs, up 15.4% year on year; the "SCO Demonstration Zone-Tongjiang-Moscow" train service was launched, and the total number of China-Europe freight train routes in operation reached 32, with 843 trains dispatched, up 16.6% year on year. Qingdao was selected as a "2024 National Comprehensive Freight Hub City for Supply Chain Strengthening and Chain Extension Support," and over the next three years Qingdao will receive up to 1 billion yuan in national reward and subsidy funds, further promoting cost reduction and efficiency improvement across the entire logistics industry chain in the city.
Focusing on transformation and upgrading and developing new quality productive forces in the port sector. Qingdao has comprehensively promoted the deep integration of technological and industrial innovation and accelerated the smart and green transformation and upgrading of its ports. It has built the country's first fully domestic and fully autonomous automated terminal, with operating efficiency setting world records 10 times in a row. It is actively striving to become one of the country's first batch of "AI + Smart Port" industry application bases and is advancing the deep application of artificial intelligence technology in port production and related industrial and supply chains. It has formulated and issued the "Implementation Rules for the Management Measures for Shore Power at Qingdao Ports and Ships," and the Qingdao Port shore power data platform has been put into operation; from January to September, shore power consumption reached 6.64 million kWh, up 472% year on year. It supports port enterprises in building the country's first port container carbon footprint accounting service platform, taking the lead among ports nationwide in launching "carbon footprint" services.
Next, the Qingdao Municipal Transport Bureau will step up planning for major port projects. Following the approach of building a batch, starting construction on a batch, planning a batch, and reserving a batch, it will make every effort to ensure that key port projects with a total investment of more than 70 billion yuan are implemented and produce results as early as possible. It will continue to add routes, expand transshipment, and strengthen hubs, and build the most important, most economical, and most convenient sea outlet in the Yellow River basin. It will further open up big data resources for port and shipping logistics, build a "co-built, shared, and co-governed" data platform, and strive to secure the establishment of a national AI transportation application base. By promoting the all-round development of port and shipping, it will accelerate the building of a world-class marine port and contribute transport strength to the building of Qingdao International Shipping Center.
