Wang Chaoyong, deputy director of the Nanjing Municipal Bureau of Commerce, said in Nanjing on the 29th that in terms of expanding opening-up, Nanjing has integrated into global industrial and supply chains, enhanced the resilience of foreign trade development, improved the quality and efficiency of two-way investment, expanded areas of international cooperation, and significantly improved its opening-up capacity.

　　On the same day, Nanjing held the fourth press conference in a series themed "Implementing the Spirit of the Third Plenary Session of the 20th CPC Central Committee, Further Comprehensively Deepening Reform, and Taking the Lead in Promoting Chinese Modernization," focusing on "sustaining prosperity in consumption and expanding opening-up."

　　Wang Chaoyong introduced that in terms of connectivity between domestic and international markets, Nanjing's trade in services has achieved double-digit rapid growth. The total contract value and executed value of service outsourcing rank first among all Chinese cities, and the comprehensive evaluation of service outsourcing demonstration cities ranks second nationwide. Nanjing is vigorously developing new business forms and new tracks, with the scale of cross-border e-commerce ranking first in Jiangsu Province. This year, the Jiangsu-Central Asia Center opened in Nanjing, and the Amazon Global Selling Cross-border Summit is scheduled to be held in Nanjing.

　　In terms of global resource allocation capacity, Nanjing has made greater efforts to "bring in" and "go global," and two-way investment has maintained vitality. In 2023, Nanjing's actual use of foreign capital hit a record high, and its scale of overseas contracted projects remained first in Jiangsu Province. This year, major foreign-funded projects such as the Yangzi-BASF light hydrocarbon comprehensive utilization project and Changan Mazda's new energy vehicle project started construction, and CRRC Puzhen won a bid for a $590 million monorail project in Mexico. At the just-concluded Nanjing Golden Autumn Economic and Trade Fair, another 48 representative major projects were signed, with an investment amount of 67.7 billion yuan.

　　In terms of the capacity to lead opening-up and innovation, Nanjing is the only city in Jiangsu Province that has both a pilot free trade zone and a comprehensive pilot program for expanding the opening-up of the service sector. It has recently also been approved to expand opening-up in fields such as culture and entertainment, tourism, and telecommunications. Benchmarking against high-standard international economic and trade rules, Nanjing has explored pioneering and differentiated reforms, and 15 opening-up and innovation achievements have been replicated and promoted nationwide.

　　In terms of the radiating capacity of port hubs, Nanjing has accelerated the improvement of port functions, promoted cross-border trade facilitation, and optimized international accessibility and the port business environment. At present, Nanjing's China-Europe freight trains reach more than 70 cities in 12 countries and regions, and it was the first in Jiangsu Province to launch freight train services across the Caspian and Black Seas; foreign trade seagoing vessels with a draft of 11.6 meters now berth at Nanjing Port on a regular basis; new international routes to Kuala Lumpur, Melbourne and other destinations have been opened, and Nanjing took the lead nationwide in realizing seamless customs clearance at the airport. In the first eight months of this year, the number of inbound and outbound passengers at Nanjing's airport port doubled, and import and export cargo volume increased by nearly 18%, making cross-border personnel exchanges and goods trade more convenient.
