Project construction is a booster for driving economic growth. Shihe District of Xinyang City has always taken promoting project construction as an important lever in its overall work, planning and laying out in advance, innovating promotion measures, conforming to development trends, identifying resource endowments, pinpointing industrial positioning, being problem-oriented, using projects as incentives, and following the overall approach of "three steps in three years, advancing in tiers" to identify the points of connection with the development ideas for the commercial and industrial fields of Shihe District proposed in implementing the spirit of the Third Plenary Session of the 20th Central Committee, and to do a good job in project construction.
　　In 2024, the goal is to consolidate and upgrade traditional industries. In the commercial field, closely centering on the two cores of expanding consumption and developing commerce and trade, project planning and recommendation are carried out focusing on five development directions: commercial-tourism integration, construction of the "three circles," trade-in of consumer goods, creation of distinctive brands, and construction of the commercial and trade system. In the industrial field, closely centering on the two cores of promoting the "three transformations" and building clusters, project planning and recommendation are carried out focusing on the two main directions of industrial upgrading and transformation and industrial cluster development. In 2025, the goal is to cultivate and nurture emerging industries. This mainly centers on the construction of a renewable resource recycling system. With the building of a renewable resource recycling industrial park as the driver, a well-developed three-tier system will be constructed. In 2026, the goal is to develop and strengthen specialized, refined, distinctive and innovative enterprises. This centers on implementing the polishing project. Another batch of national and provincial specialized, refined, distinctive and innovative and "little giant" enterprise projects will be recommended.
　　Up to now, Shihe District of Xinyang City has screened and recommended 21 projects to the Department of Commerce of Henan Province; on the basis of identifying 37 enterprises with 698 units/sets of outdated equipment to be updated, it has screened and recommended 3 projects to the Department of Industry and Information Technology of Henan Province; and it has submitted 23 "two new" projects to the Development and Reform Commission of Henan Province, with 6 entered into the national key project database.
