Since the beginning of this year, Wan'an County, Ji'an City, Jiangxi Province has aimed to improve project quality and achieve safe development, stepped up supervision, law enforcement inspections and special governance, adapted to changes and advanced with the times, strengthened the implementation of industry responsibilities, and promoted the steady improvement of construction project quality and safety levels throughout the county.
　　Strictly implement the four systems
The county Housing and Urban-Rural Development Bureau has further improved and tightened the lifelong project quality responsibility system, fully installed permanent building plaques, and clarified the lifelong quality responsibilities of all participating responsible entities and personnel. It has improved the standardized assessment system for construction safety production, and strengthened the implementation of the management responsibilities of construction units, the industry responsibilities of member units, and the main responsibilities of participating enterprises. It has optimized and improved the household acceptance system for residential projects, summarized the experience of household acceptance in previous years, promoted the model-leading approach, comprehensively carried out special governance actions for common quality problems in residential projects, and determined relevant residential projects to launch demonstration activities for special governance. It has implemented the assessment and management system for construction safety supervision institutions and personnel, carried out dynamic assessments, conducted interviews or sent letters urging rectification for projects that failed dynamic assessments of quality and safety compliance, organized continuing education and training in relevant content at appropriate times, and further standardized construction quality and safety supervision behavior.
Organize and carry out county-wide construction project quality supervision and law enforcement inspections focusing on affordable housing projects under construction, public buildings, etc., and urge all projects under construction to strictly implement engineering construction laws, regulations and mandatory standards. Organize and carry out special governance actions for quality problems focusing on municipal road projects and waterproofing projects. In May and August of this year, special inspections were carried out respectively for municipal road projects and waterproofing projects throughout the county, with 24 projects under construction inspected. Problems in municipal road manhole covers and roof waterproofing projects were specially rectified, effectively improving the usability of housing and municipal projects. Organize and carry out special safety governance actions for construction hoisting machinery. In April of this year, the county Housing and Urban-Rural Development Bureau, through purchased services, hired qualified third-party units to conduct special safety inspections of hoisting machinery in housing construction projects under construction throughout the county. A total of 20 projects under construction were inspected, 37 various safety hazard problems were found, and 12 notices for rectification within a time limit were issued, urging construction units to promptly eliminate safety hazards in hoisting machinery. Organize and carry out actions to improve informatization of construction safety supervision. The county has gradually promoted the Ji'an City Construction Market and Construction Project Quality and Safety Supervision Service Platform, increased supervision and inspection of key enterprises and projects, implemented differentiated supervision measures, and further improved the informatization level of construction safety supervision.
