To improve agricultural production conditions in the sandy areas, it is expected to renovate and upgrade 40,000 mu of farmland projects; all sections entered the site for construction on April 20, and 25% of the total project volume has been completed so far; the rural toilet renovation project has been carried out, and 8,108 household toilets have been accepted so far; rural road construction has been strengthened. Road surface works of 10.5 kilometers have been completed, and 15 kilometers are expected to be completed by the end of October. By improving the rural road network, villagers' travel has become more convenient.

Luannan County has completed 665 units of shantytown renovation resettlement housing this year, fulfilling the 2024 shantytown renovation task; home-based age-friendly renovations have been carried out for 450 families of elderly people with special difficulties, including anti-slip flooring renovations, and age-friendly equipment for the elderly has been distributed to improve home-based living care conditions and enhance the quality of home-based elderly care; Luannan County has carried out sports benefit projects, upgrading one standardized sports park, building and renewing new fitness equipment at two administrative villages (communities), building one community gym, and building one new pocket park, further improving the urban environment.

The Wenjin Street Kindergarten in Beihe New Area has been newly built; foundation construction (underground part and foundation) has been completed, and the main construction task of the teaching building is expected to be completed in December. A new compulsory education school, Songshu Complete Primary School in Bencheng Town, Luannan County, has been built, with a school building area of 10,448 square meters, making it convenient for school-age children to attend school nearby; the medical system has been improved. The county's pre-hospital emergency system has been improved, and a pre-hospital medical emergency service system that meets the county's medical positioning and public health emergency management requirements has been established, comprehensively enhancing the county's pre-hospital emergency service capacity. Medical assistance for patients with difficult and severe diseases has been strengthened, with a difficult and severe disease assistance center established and an expert pool for difficult and severe diseases set up; screening for rare diseases and difficult, severe and critical diseases has been completed; this year's training for expert pool members has been completed; remote consultation work has been actively carried out, with a total of 43 remote consultations completed, experts from the Municipal Maternal and Child Health Hospital invited to provide assistance and guidance to the pediatrics department of Luannan County Hospital, completing 331 outpatient visits and 36 business ward rounds.

For all eligible people in difficulty across the county, the goal of "ensuring basic living needs for all who qualify and providing assistance to all who need it" has been achieved. At present, Luannan County has 3,581 people with marginal low-income status, an increase of 352 compared with the end of 2023, and 6,050 low-income people, an increase of 11 compared with the end of 2023; precise services for persons with disabilities have been provided. Up to now, rehabilitation assistance has been provided to 47 children with disabilities, basic rehabilitation services to 732 persons with disabilities, assistive device adaptation services to 836 persons with disabilities, and care services to 190 persons with disabilities 8 times (9 times in total for the year), equivalent to services for 169 people according to provincial disabled persons' federation standards; barrier-free renovation services have been provided to 28 families with disabled members; 105 new urban and rural jobs have been created; vocational training has been provided to 224 persons with disabilities; and practical technical training has been provided to 48 rural persons with disabilities in difficulty; legal aid has been expanded and improved in quality. Free legal aid services have been provided in 321 cases for key groups; employment for the unemployed has been promoted. Up to now, 1,836 unemployed persons have been re-employed.
