Qingdao's Districts and Cities Take Concrete Action to "Compete" on Projects, Promoting High-Quality and Efficient Project Construction
Major projects are the "lifeline" of economic development, an important engine driving local economic growth, and crucial support for stabilizing growth, adjusting structure, and benefiting people's livelihoods.
On August 30, the Municipal Party Committee and Municipal Government held an on-site observation of key projects across the city. On August 31, the Qingdao sub-venue of the 2024 Autumn Shandong Province High-Quality Development Major Project Construction On-Site Promotion Meeting, the citywide High-Quality Development "Achievement Showcase Season" District and City Work Scheduling Meeting, and the citywide Key Project Observation Summary Meeting were held in succession, sounding the march of a new round of project construction in Qingdao.
Planning projects means planning the future. Ongoing projects such as the Haier Jiaozhou Refrigerator Intelligent Manufacturing (Phase III) Project and the Libo Automobile Industrial Park are accelerating, while key projects such as Phase I of the Huaren Biotech Headquarters Project and the Xiuzheng (China) Marine Biomedicine and Health Technology Industrial Base have broken ground in a concentrated manner, nurturing new momentum for Qingdao's development. With concrete action and a drive to excel, Qingdao is continuously intensifying its project construction efforts and further establishing a clear orientation of vigorously pursuing projects, using high-quality projects to drive high-quality development.
　　Ongoing Projects Continuously Refresh Their Progress
On August 30, the Municipal Party Committee and Municipal Government held an on-site observation of key projects across the city, inspecting six key projects in Jiaozhou City, Pingdu City, and Laixi City.
Within the Haier COSMOPlat Industrial Internet Ecological Park, the main structure of the assembly plant of the Haier Jiaozhou Refrigerator Intelligent Manufacturing (Phase III) Project, with a total investment of 2.55 billion yuan, has been topped out. Since construction began in January this year, the project's construction progress bar has been continuously refreshed. Once completed and fully operational, the project is expected to produce 1.5 million high-end built-in large refrigerators annually, achieving an output value of 3 billion yuan.
The Libo Automobile Industrial Park Project, located in Pingdu City, leads development through technological innovation, having independently developed China's first AMT and AT transmissions with fully independent intellectual property rights, while its hydraulic retarder has broken foreign technological monopolies. This year, it is expected to achieve an output value of 1 billion yuan. Once fully operational, it is expected to achieve an annual output value of over 10 billion yuan.
The Pingdu Hengning Biological Industrial Park Project is mainly engaged in the production and R&D of environmentally friendly agricultural chemicals and is being built in three phases. Phase I was put into operation in August 2023 and is expected to reach full capacity in December 2024; Phase II is currently in partial trial production, with plans to be put into operation successively in November 2024 and July 2025; Phase III is undergoing planning and design and is scheduled to be put into operation before the end of December 2026. Once fully operational, the project is expected to achieve an annual output value of 8 billion yuan.
In Laixi City, the Aize Fuji Biotechnology Intelligent Edible Fungi Project ranks first in the country in edible fungi processing and export volume. The project possesses internationally leading equipment and core technologies for edible fungi production and cultivation, forming a full-industry-chain development model for edible fungi, with products exported to more than 20 countries and regions including Japan, South Korea, and Europe. The Haier Recycling Industry Waste Electrical and Electronic Products Disassembly Demonstration Project was put into operation in September 2022, with an annual capacity to disassemble 2 million used home appliances and produce 30,000 tons of modified pellets, completing an output value of 300 million yuan in the first seven months of this year.
At the concentrated groundbreaking event on the 31st, three districts and cities also delivered impressive results—Jiaozhou City launched 30 projects with a total investment of 24.643 billion yuan; Pingdu City launched 22 projects with a total investment of 8.695 billion yuan; and Laixi City launched 28 projects with a total investment of 6 billion yuan.
A major project leverages an entire industrial chain, and a good project drives rapid development in its region. These observed projects have strong demonstration and driving effects and high technological content, and are currently in a stage of rapid construction and advancement, reflecting the high quality and efficiency of project construction across the city and providing solid support for high-quality economic and social development.
　　Key Industrial Projects Break Ground in Concentration
Only by planning projects closely around industrial development can high-quality development be achieved. On August 31, at the Qingdao sub-venue of the 2024 Autumn Shandong Province High-Quality Development Major Project Construction On-Site Promotion Meeting, a batch of key industrial projects began construction, involving multiple fields such as virtual reality, biomedicine, and high-end equipment, outlining a new trajectory for Qingdao's industrial development.
In the West Coast New Area, the Xiuzheng (China) Marine Biomedicine and Health Technology Industrial Base Project, with a total investment of approximately 5 billion yuan, has begun construction. Among this, the first-phase technology industrial base, with an investment of approximately 1.2 billion yuan, mainly involves building an R&D center and production base, constructing green intelligent factory buildings that comply with the national new GMP standards, purchasing domestically first-class intelligent and digital production lines, and establishing biomedicine production bases for pre-treatment, extraction, and formulation. After the first-phase area is completed and put into production, an additional 800 million yuan will be invested to expand production; subsequent projects will invest approximately 3 billion yuan more to build a marine R&D center, production base, and the Xiuzheng East China Regional Headquarters, mainly engaged in the R&D, production, and sales of novel marine drugs, marine foods, and marine special dietary foods, while simultaneously establishing a nationwide sales and settlement center compliant with GSP standards, comprehensively building a full marine biomedicine industry chain integrating R&D, production, sales, and trade.
Among the 11 key projects launched in concentration in Laoshan District, Phase I of the Huaren Biotech Headquarters Project has a total investment of 1 billion yuan, mainly involving the construction of a headquarters base for the R&D, production, sales, and office of Class 1 new drugs including recombinant human platelet-derived growth factor (PDGF). Once completed, the project will host Beijing Huaren Biotechnology Co., Ltd., driving the cultivation of research talent in the growth factor field and advancing the development of the biopharmaceutical industry. In the future, Huaren Biotech will also cooperate with numerous biopharmaceutical companies to accelerate the clustering of more upstream and downstream enterprises in the biomedicine field in Laoshan District, forming a leading biomedicine R&D industrial cluster.
Chengyang District launched 15 projects in concentration this time, with a total investment of 10.9 billion yuan, including the Luckin Coffee Innovation Production Center Project, the Semiconductor Intelligent Equipment Manufacturing and Automated Operation Software System Project, and the Hongdao Water Quality Purification Plant Network Integration Project. Among them, the Luckin Coffee Innovation Production Center Project has a total investment of approximately 3 billion yuan, mainly involving the construction of roasting production workshops, a coffee green bean logistics and warehousing center, a coffee bean finished-product warehousing and distribution center, a comprehensive office building, and supporting facilities. Once completed, it is expected to have an annual roasting capacity of 55,000 tons.
The Chery KD (knock-down assembly) Parts Production Workshop Construction Project has a planned total investment of 1.84 billion yuan, including the construction and expansion of KD workshops, stamping workshops, and connecting corridors, mainly supporting the production of Chery new energy vehicle parts and facilities; the technical transformation project of an intelligent factory with an annual output of 500,000 sets of automotive and home appliance controllers involves building a new precision electronics R&D, testing, and assembly integration workshop, a design and R&D center, and a comprehensive administrative office building, engaged in the R&D, testing, and assembly production of automotive and home appliance controllers... Among the 26 projects launched in concentration in Jimo, many are closely related to the automotive industry and will add new impetus to the region's high-quality development.
The West Coast New Area has introduced 14 major projects of over 3 billion yuan each, with a total investment of 70.9 billion yuan; 396 new projects have started construction with a total investment of 100.5 billion yuan; 189 projects have been completed with a total investment of 30.9 billion yuan; and 1,280 projects are under construction with a total investment of 783.3 billion yuan. Laoshan District is making every effort to accelerate 315 key construction projects, with fixed asset investment growing by 10.0% year-on-year in the first half of the year. Chengyang District has a total of 251 key construction projects this year, with an annual investment of 32 billion yuan, having completed 75.6% of the annual plan. Jimo District adheres to the principle of "judging development and heroes by projects," with all 151 key projects at the provincial, municipal, and district levels having started construction...
Since the beginning of this year, all districts and cities have been learning from and surpassing one another, pressing ahead with greater efforts, pursuing project attraction and construction with greater intensity, and continuously shaping new momentum and new advantages for high-quality development.
　　Livelihood Security Projects Accelerate Their Launch
While multiple industrial projects begin construction, Qingdao's livelihood security projects are also accelerating their launch, building a more livable, work-friendly, and tourism-friendly city of quality. Such projects are most evident in the main urban areas.
Since the beginning of this year, Shinan District has closely focused on its high-quality development goals and positioning, promoting the accelerated construction of key projects such as the Shipping, Trade, and Finance Headquarters Building and the Metaverse Industry Building, with fixed asset investment steadily improving. In this concentrated groundbreaking event, Shinan District has 7 projects participating, covering multiple fields such as education, culture and tourism, healthcare, and elderly care. Shinan District will make good use of a "combination of measures" to accelerate the substantive operation of investment projects; create premium projects, complete the upgrading of 8 schools and kindergartens, promote the completion of projects such as the Henan Road area renovation, and consolidate the foundation for development through multi-dimensional layout.
Shibei District is currently accelerating the construction of 128 key projects at the provincial, municipal, and district levels with a total investment of 98.6 billion yuan. As of the end of July, all 12 provincial key projects had started construction and been included in statistics, and all 27 municipal key projects had started construction, with 24 included in statistics. On August 31, Shibei District launched 5 projects in concentration, including the International Health Industry Cluster Sports Center, the Happy Coastal City Warehousing Center, the Western Urban Area Supporting Facilities Comprehensive Utility Tunnel, Phase I of the CRRC School, and the Underground Pipeline Upgrade and Renovation, most of which are livelihood security projects.
On August 31, Licang District launched 5 projects in concentration, including the Sinochem Cloud Valley Commercial Innovation Center, the Old and New Growth Drivers Conversion Industrial Demonstration Park Infrastructure Construction Project (Phase I), the Daijia Community Urban Village Renovation Supporting Engineering Construction Project, the Qinggang Area LC1001-007 Plot Project, and the Licang District 2024 National Fitness Activity Base and Supporting Facilities Construction Project, with a total investment of 3.5 billion yuan.
Firmly grasping the "lifeline" and stimulating "new vitality." All districts and cities are pursuing and planning projects with greater efforts and more practical measures, gathering individual key projects into economic growth points, going all out to achieve new results in project construction, and continuously injecting lasting and surging momentum into Qingdao's high-quality development.
