In the first half of this year, Baiyin City continued to organize concentrated groundbreaking and investment promotion activities for major projects. All 20 provincial-level major projects and 160 municipal-level key projects, excluding preparatory projects, have resumed or started construction. From January 2023 to June this year, the proportion of funds actually received through Baiyin's investment promotion to the contracted amount reached 87.95%, ranking ** in the province.
This year, Baiyin City has closely followed national and provincial investment guidance and key support directions, accurately sorted out project lists, solidly carried out project reserves, and secured 3.255 billion yuan in funds including central and provincial budgetary investment, special bonds, and government bonds, double that of 2023. It plans to implement 420 investment projects of over 5 million yuan each, with an annual planned investment of 45.253 billion yuan, an increase of 5.469 billion yuan over last year. It continues to implement the mechanism of municipal-level officials overseeing key projects. In the first half of the year, the investment completion rates of the 20 provincial-level major engineering projects and 160 municipal-level key projects, excluding preparatory projects, reached 53.69% and 54.82%, respectively.
Baiyin City has thoroughly implemented the action of "attracting large, strong, and leading enterprises," formulated "three lists" of investment opportunities, target enterprises, and preferential policies, and successively sent more than 120 delegations to Beijing, Zhejiang, Chengdu, and other places to carry out investment promotion activities, negotiating more than 70 cooperation intentions, effectively improving the pertinence and precision of investment promotion. In the first half of the year, the city newly signed 43 projects with a contracted investment of 8.449 billion yuan, implemented 91 investment promotion projects, and attracted 13.987 billion yuan in funds from outside the province, a year-on-year increase of 58.36%. At the 30th Lanzhou Investment and Trade Fair, 54 new investment promotion contract projects were signed, with a contracted amount of 21.848 billion yuan, a year-on-year increase of 83.17%, including 8 projects of over 1 billion yuan each and 7 projects signed by three Fortune 500 enterprises.
At the same time, it has deepened key reforms such as "efficiently handling one matter," "separating licenses from business licenses," and "integrating multiple certificates into one." The entire process for enterprise registration has been reduced to one working day, the proportion of matters that can be handled through "Gan Kuaiban" has increased to 82.96%, and the online handling rate of government services has reached 100%, with the full-process online handling rate reaching 97.74%. In the first half of the year, the city added 8,736 new business entities, bringing the cumulative total to 155,600.
