Zhejiang is thoroughly implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee. Guided by the "Eight-Eight Strategy," it maintains the strategic resolve to carry one blueprint through to the end, upholds the sense of mission to take the lead and stay ahead, and adheres to the path and method whereby one well-placed move activates the whole board. With economic system reform as the driving force and breakthroughs in key areas spurring overall progress, it is driving reform to leap toward greater systemic integration, overall coordination, and comprehensive deepening.

　　Recently, the Fifth Plenary Session of the 15th Zhejiang Provincial Party Committee was convened, drawing up the blueprint for Zhejiang to further comprehensively deepen reform and take the provincial lead in advancing Chinese modernization. Zhejiang has devised and proposed 14 breakthrough reforms that, once activated, move the whole system, along with reform tasks in 10 areas. It proposes that by 2035 Zhejiang should achieve new breakthroughs in weak links and key areas that urgently need to be tackled, such as scientific and technological innovation, a modern industrial system, and institutional opening-up; achieve further improvements in areas where it can amplify, recreate, and create new advantages, such as the private economy, green development, and people's wellbeing; and push total economic output, urban and rural residents' incomes, and living standards to a new level and achieve a great leap, realizing more adequate, more comprehensive, more advanced, higher-quality, and more sustainable development. It will open up a brand-new situation of provincial leadership in Chinese modernization and once again display Zhejiang's prowess of "doing solid work, staying ahead, and braving the tide."

　　The land of Zhejiang holds high the banner of reform and demonstrates its commitment to reform, and is surging with the accelerating momentum of reform and development.

　　It coordinates the advancement of the three "No. 1 Projects": the "No. 1 Development Project" of digital economy innovation and quality improvement, the "No. 1 Reform Project" of optimizing and upgrading the business environment, and the "No. 1 Opening-up Project" of upgrading the "sweet potato economy," striving to create a good situation full of vitality and momentum.

　　It comprehensively strengthens the building of the "three teams": a team of high-quality cadres, a team of high-level innovative talent and entrepreneurs, and a team of highly competent workers, striving to create a new situation in which "everyone can become talent, everyone can shine, and every industry has prospects."

　　The business environment is a key focus of Zhejiang's comprehensive deepening of reform, and the Regulations of Zhejiang Province on Optimizing the Business Environment officially took effect on March 1 this year. In Shangyu District, Shaoxing City, the construction of a production line project with an annual output of 220 million high-end perfume packaging units is in full swing. "The subdistrict provided proactive services, and issues such as water and electricity were resolved within a week, enabling construction to start immediately upon land acquisition," introduced Zheng Shiwei, project manager of Zhejiang Weishida Packaging Technology Co., Ltd. At present, factory building construction is proceeding in an orderly manner, and it is expected to start and be completed within this year. Zhejiang is driving government services to upgrade from facilitation to value-added services, and reform measures such as enterprise comprehensive service centers, the "policy calculator," and an efficient closed-loop mechanism for resolving enterprise-related problems have achieved remarkable results.

　　Zhejiang has entered another critical period of climbing over hurdles, and overcoming new development difficulties depends crucially on scientific and technological innovation. Adhering to centering on the building of a modern industrial system, it vigorously promotes the transformation and upgrading of traditional industries and drives manufacturing toward high-end, intelligent, and green development; it seizes opportunities to develop strategic emerging industries and future industries, improves the systems for promoting the deep integration of the real economy and the digital economy, and develops new quality productive forces in light of local conditions... Zhejiang directly confronts the key areas in which it must take the lead in breaking through to lead modernization, and continues to deepen reform and expand opening-up. In the first half of this year, the value-added of manufacturing in industries such as equipment, high-tech, and the digital economy grew by 10.6%, 8.7%, and 7.2%, respectively.

　　Focusing on establishing rules for the protection of data intellectual property and building basic data systems, Zhejiang has carried out data intellectual property reform and explored the construction of a data intellectual property system. As of the end of July, Zhejiang had registered 7,110 data intellectual property items, accounting for 71% of the country's total.

　　The self-developed software of Raycloud (Hangzhou) Technology Co., Ltd. targets graphics rendering technology and simulates the real world through algorithms, and is widely used in fields such as digital twins; Hangzhou Daishu Technology Co., Ltd. helps users break through the "data island" dilemma by building a全域 data-sharing platform, helping enterprises reduce costs and increase efficiency. Zhejiang is exploring a mechanism for scientific and technological achievements to be "used first and transferred later." Zhejiang Yuntai Textile Co., Ltd. trial-used a patent from Zhejiang Sci-Tech University and successfully achieved transformation and upgrading, maintaining a 20% growth rate in output value and profit.

　　The private economy is a golden名片 of Zhejiang. In 2023, Zhejiang's private economy contributed more than 60% of the province's GDP. Zhejiang persists in policy support, investment-driven development, helping enterprises solve difficulties, and optimizing the environment, and advances the growth and expansion of private enterprises with greater efforts. Nan Cunhui, chairman of Chint Group Co., Ltd., said that the Third Plenary Session of the 20th CPC Central Committee boosted the confidence of private enterprises in transformation and upgrading and in developing new quality productive forces, and that enterprises will consciously integrate their own development into the overall national situation. Wang Kefei, chairman of Puhui Intelligent Manufacturing Technology Co., Ltd., said that it is necessary to seize reform opportunities, carry forward the Zhejiang merchants' "four thousand" spirit, and use new technologies to open up new fields and new tracks.

　　It persists in taking the promotion of social fairness and justice and the enhancement of people's wellbeing as the starting point and ultimate goal of promoting high-quality economic and social development. Taking the lead in demonstrating in advancing common prosperity, Zhejiang has actively explored institutional arrangements for narrowing the "three major gaps" between regions, between urban and rural areas, and in income, and 20 typical experiences such as common prosperity workshops and medical communities have been promoted nationwide.

　　Existing reforms are being continuously deepened, and new reforms are being continuously introduced... Zhejiang's comprehensive deepening of reform is entering a new historical period.
