In order to further optimize the business environment for bidding and tendering, continuously boost enterprise confidence, and stimulate the vitality of business entities, the Data Bureau of Tinghu District, Yancheng City recently issued a local standard for engineering construction transactions below the threshold — the "Guiding Opinions on the Management of Engineering Construction Projects Below the Threshold in Tinghu District, Yancheng City (Trial)" — which will be officially implemented in the near future. The standard explicitly proposes that small-amount transaction activities will adopt full-process electronic trading. Full-process electronic trading greatly reduces bidding costs and bidding concerns, and enhances the bidding enthusiasm of potential bidders; such a transaction process is both efficient and convenient, as well as fair and just.
Engineering construction projects below the threshold refer to engineering construction projects whose government investment budget (estimated) amount is below the threshold standards required by national, provincial, and municipal regulations such as the "Provisions on Engineering Projects Subject to Bidding." Although the scale of a single project is not large, there are many tendering entities, a large number of projects, and a wide range of coverage, attracting high social attention. Previously, this field lacked unified guiding policy documents, management mechanisms varied considerably across regions, and project owners had excessive discretionary power, which to some extent easily led to non-standard transaction processes and thus gave rise to integrity risks. Institutional costs also remained relatively high in various aspects such as paying bid security, preparing paper bid documents, and arriving on site for bid opening.
To precisely address these pain points and bottlenecks, the Tinghu District Data Bureau this year joined hands with the Yancheng Public Resource Trading Center to jointly build an electronic bidding platform for below-threshold projects, with the aim of sorting out transaction matters, optimizing transaction processes, and promoting data sharing, fundamentally solving problems such as inconsistent transaction rules, inconsistent platforms, and difficulty in data collection for below-threshold project transactions, and providing a comprehensive and systematic set of transaction management specifications for engineering construction projects below the threshold. The electronic bidding platform has now entered the trial operation stage.
